Staff Report, Page 2 - September 30, 1996 Council Work Shop Meeting
responsibilities, and of course most important of all, that Diggs secures its own financing. This will
•
be a start and one that needs discussion by the Council. We should also discuss options the City can
face if Diggs were to build and not succeed. For this, we may want to have someone like Cindy
Carlson review what a financier looks at in such a situation. As part of our agreement with Diggs,
if an option with them is chosen, the City should have some rights and clarifications of process,
suitable uses and opportunities for the City to act on should failure occur. Clearing these up now may
also impact Diggs's ability to get financing.
In any case,I think there is a lot to consider. While simplicity is desirable, it itself is not necessarily
the desired end, particularly when it comes to costs. Council direction and attention to these matters
and options would be appreciated Monday evening. I think the time is ripe for some productive
progress on this project, and Monday can be the start.
Chuck Whiting, ity .dministrator
•
410
