1811. . . .
FOR THE WEEK OF SEPTEMBER 23 - 27, 1996
ADMINISTRATION
• This has been a productive week, although not totally positive. First, the Brooklyn Park City
Council decided to put its efforts into its own ice arena and not be a part of the Quad Rink
project. This will likely kill the project in Blaine. It has been reported in both metro dailies
that Paul Erickson, although still trying, does not see the fourth rink coming to fruition. I
don't know if this project will come up again either. With the distribution of Mighty Ducks
money and lack of an apparent fourth contributor to the project,it may have seen its last light
of day, which I think is unfortunate for Mounds View.
• In another project, Cathy's staff report will go over the meeting staff had with VB Diggs on
Wednesday. Diggs is doing some things that should enhance their standing as the City
considers its options. Diggs felt they were at a point in getting their financing where their
relationship with the City and the scope of the project needed better definition. This along
with the presentation at the October 14th meeting may make this project ready for
clarification. I would like to spend some time at the work session reviewing this.
• We also met with Everest today to reach something we can take to the meeting on Monday.
The Council can expect a 15 year pay as you go TIF deal with a 90/10 administrative split.
While more than the City has done in the past, it may be enough to get the deal done, or at
least Everest will have to make a decision.
• In other business, the Charter Commission is calling itself to order next Thursday to review
the charter relative to the questions brought up at Monday's Council regarding Sue
Hankner's resignation. Also, the Airport Task Force is meeting on October 14 prior to the
Council meeting.
