Brewpub & Taproom Ordinance <br />August 8, 2016 <br />Page 3 <br /> <br />The City Council discussed this topic on August 1st, 2016, including amending the <br />1,000’ setback from property line to property line between the off-sale of alcohol (non- <br />restaurants), and schools and churches. The 1,000’ setback prohibits such businesses <br />from locating in many prime commercial areas. Staff’s recommendation is to only <br />require a 1,000’ setback from property line to property line between liquor <br />establishments (non-restaurants), and Pinewood Elementary and Edgewood Junior <br />High schools. <br /> <br />Planning Commission Recommendation: <br />The Planning Commission discussed this topic on April 15, 2015, and July 6th 2016, <br />recommending approval of the amendment (Resolution 1053-16). <br /> <br />Summary <br />Microbreweries and Taprooms have become popular in recent years. In order for one <br />to be located in Mounds View, an amendment to Title 500 (Business Licensing) and <br />Title 1100 (Zoning) is needed. <br /> <br />Recommendation: <br />Staff recommends that the City Council introduce the First Reading of Ordinance 926, <br />considering an amendment to Zoning Code, Chapters 1102, 1113, 1114, and 1116 <br />relating to Breweries, Brewpubs, Distilleries, Taprooms, and Cocktail Rooms. <br /> <br />Respectfully submitted, <br /> <br /> <br />________________________ <br />Jon Sevald, AICP <br />Planner <br /> <br />Attachments <br />Ord 926 <br /> <br />
