The Commission also discussed Groveland Park shelter and its function, since the
building is not used in the winter months for a warming house. The Commission
discussed “softening” the aesthetics inside of the building to entice others to rent and
utilize it in a similar manor to Random Park Shelter.

The Commission thought by installing carpet in the main area and tile in the kitchenette
and rest rooms the building would have less of a park brick shelter building. Staff
received an estimate of $6,665.87 for installing carpet and tile.

Total for both Random and Groveland Park Shelter improvements is $36,617.58.

The adopted 2016 budget, Park Dedication, 451-4470-7050 includes $20,000.00 for
Random Park improvements and the City received $1,528.61 from Bethlehem Baptist
Church for flooring for the Groveland Park Shelter; the project is short funding of
$15,088.97.

In the same fund of 451-4470-7050, $50,000.00 is budgeted for Groveland Park
improvements for concrete replacement and refurbishing of the tennis courts. The
concrete work was completed. The tennis courts will not be refurbished this year; the
Commission will be discussing options for the playing surfaces located in all of the City
parks/facilities and the funding for this endeavor.

Recommendation:
Staff as well as the Park and Recreation and Forestry Commission recommends the
City Council approve Resolution 8636 for building and maintenance improvements at
Random and Groveland Park Shelters for a project cost of $36,617.58 to be funded
from account 451-4470-7050 to be completed by RAK Construction which, along with
the City, is a member of the National Joint Powers Alliance (NJPA). Staff also
recommends a 10% contingency of $3,661.76 for any unforeseen issues that may arise
for a total project cost of $40,279.34.

Respectfully submitted,
Don Peterson,
Public Works Supervisor
