Mounds View City Council November 14, 2016 <br />Regular Meeting Page 9 <br /> <br />Mayor Flaherty reported he would be attending a Cable Commission meeting on Wednesday 1 <br />where the 2017 budget would be discussed. 2 <br /> 3 <br /> B. Reports of Staff. 4 <br />1. Draft 2017 General Fund Budget 5 <br /> 6 <br />Finance Director Beer reviewed the draft 2017 General Fund Budget with the Council. He 7 <br />reported the Council set the general fund levy increase at 3.4% in September. He discussed the 8 <br />$100,000 levy that had been established for the EDA to assist the City with economic 9 <br />development efforts. He explained that if a special session was held by the State additional LGA 10 <br />funds could be provided to the City which would benefit the levy. 11 <br /> 12 <br />Mayor Flaherty requested the Council continue to review the budget prior to the December Truth 13 <br />in Taxation meeting. 14 <br /> 15 <br />Council Member Mueller asked if the street improvement overages would impact the 2016 16 <br />budget. Finance Director Beer stated this would not impact the General Fund for the coming 17 <br />year as the overage would be covered by the Street Improvement Fund. 18 <br /> 19 <br />Mayor Flaherty appreciated the flexibility that was offered to the Council through the 3.4% levy, 20 <br />however, he would like to see this percentage reduced in the coming weeks. 21 <br /> 22 <br />Council Member Meehlhause asked if the proposed budget reflected the 2017 health costs. 23 <br />Finance Director Beer stated these costs were included. 24 <br /> 25 <br />2. Police Department Quarterly Report 26 <br /> 27 <br />Police Chief Harder reviewed the third quarter Police Department report with the Council. He 28 <br />highlighted the outreach projects that the agency has conducted. He discussed the personnel 29 <br />transitions that have been taking place in the last three months. He thanked his officers for the 30 <br />high level of service being provided to the community given the climate in the community 31 <br />towards Police officers. He commented on the problem areas in the City for speeding for 32 <br />September and October. He explained the department was asking for greater involvement in the 33 <br />Neighborhood Watch program. He discussed the recent Veterans Day Programs and thanked his 34 <br />officers for their positive involvement. 35 <br /> 36 <br />Police Chief Harder stated the Mounds View Police Department would be implementing body 37 <br />cameras in January of 2017. He explained the department was seeking input from residents on 38 <br />this topic and how the program would be deployed. He reported input would be taken on the 39 <br />department’s website and Facebook page. 40 <br /> 41 <br />Mayor Flaherty thanked Police Chief Harder for engaging the community and for his thorough 42 <br />report. 43 <br /> 44
