<br />Note: Staff met with Mr. Zaier regarding his concern about his disability and how an infiltration basin <br />might affect him. He currently maintains his lawn and the installation of a basin in the boulevard in front <br />of his home would not create any additional maintenance effort. <br /> <br />→ Engineering staff and the Street and Utility Committee recommend denying this appeal. <br /> <br />2193 Terrace Drive (John & Janice Holan) – SIP #76 <br />The property owners are appealing for the following reasons: <br />B2. Maintenance <br />The property owners allege that the <br />proposed basin will result in <br />additional maintenance. They have <br />stated only that they do not like the <br />look and the added care it will take <br />maintain. No physical disability been <br />provided. In addition, the basin <br />should be no more maintenance than <br />a typical boulevard. <br />B4. Other Hardship <br />The property owners allege that the basin will draw additional stormwater toward their home causing <br />concerns about water entering into the basement. In addition, they expressed concern regarding <br />landscaping that has been installed in the boulevard will be removed. The infiltration basin will not <br />increase the water table nor will it cause water to drain toward the structure. Basins are constructed such <br />that once filled any additional water will flow back to the street and enter the stormwater system. Water <br />will not be directed onto private property. In addition, the basin will be constructed in a manner to avoid <br />the existing landscaping. <br />→ Engineering staff and the Street and Utility Committee recommend denying this appeal. <br /> <br />2110 Terrace Drive (Benedict Speldrick) – SIP #81 <br />The property owner is appealing for the following reasons: <br />A2. High Groundwater Elevation <br />The property owner alleges that the <br />infiltration feature will cause an increase <br />in the water table. A review of the soil <br />borings in the area show the water table <br />was at least 16 feet below grade. The soils <br />are primarily sand and will allow for <br />adequate drainage. As a result no <br />increased in the water table will result <br />from the infiltration feature. The <br />boulevard will be graded such that <br />stormwater will not drain toward the home. <br />A9. Underground Utilities <br />The property owner alleges that the gas main and water main are installed in the south boulevard. This is <br />true; however the depth of the infiltration feature is only 1’ below curb. Excavation down to 3’ will be <br />required, but this will not affect the existing water main which is required to be significantly below the frost <br />line, typically at least 7 feet below grade. The gas line will likely be replaced prior to Area I being <br />constructed. The engineer will note locations of features to Xcel so that the new gas main can be installed <br />in an appropriate location. Construction of the infiltration feature will not be cost prohibitive. <br />→ Engineering staff and the Street and Utility Committee recommend denying this appeal. <br />
