Public Works Engineering is finalizing the design phase of the project <br />and would like to provide you an update on the proposed changes planned for Ardan Avenue. There is no direct cost or <br />special assessment to you for these planned improvements. <br />Background: <br />Ardan Avenue is a designated roadway on the Municipal State Aid System (MSAS). This designation allows the City to <br />receive funding from the State of Minnesota for its maintenance and construction costs. The City receives <br />approximately $450,000 annually from this funding source. MSAS streets are required to meet State -Aid standards <br />which require minimum lane widths, centerline striping, and designated parking lanes. <br />Ardan Avenue is also designated to be a pedestrian/bicycle corridor in accordance with the City's Comprehensive Plan. <br />The Comprehensive Plan is the City's "master plan" to guide future development through the year 2030. The <br />pedestrian/bicycle corridors will create a citywide trail and sidewalk system when complete, connecting neighborhoods <br />to parks, schools, library, civic centers, transit, shopping, and other neighboring city and regional trails and sidewalks. <br />A public information meeting was held on October 21, 2013 to present street design options and solicit public input <br />Planned Improvements: <br />Ardan Avenue will be fully reconstructed with a new asphalt pavement section and vertical concrete barrier curbs like <br />other recent street projects. A map showing the planned improvements is attached to this notice. <br />Parking: Due to low traffic counts and infrequent use of on -street parking, a parking lane is planned on the south side <br />only next to the eastbound traffic lane. On -street parking on north side will be prohibited. <br />Pedestrian/Bicycle Accommodations: A 6 -foot wide, off-street, concrete sidewalk is planned on the north side. The <br />sidewalk will be located immediately behind the curb eliminating a turf boulevard strip. This sidewalk will be maintained <br />by Public Works including snow removal.
