COUNCIL BUSINESS 5 <br />A. 7:00 p.m. Public Hearing, Resolution 8283, Approving a Development 6 <br />Review & Developer’s Agreement for new construction on vacant land on 7 <br />County Road 10, west of Woodale Drive; Developer: Build to Suit, Inc. for 8 <br />BioLife Plasma Services. 9 <br /> 10 <br />Planning Associate Heller stated that BioLife Plasma Services has been located in Mounds View 11 <br />for several years and is currently leasing space at 2222 Woodale Drive, in the Mounds View 12 <br />Business Park. She reported BioLife now wants their own building and have a purchase 13 <br />agreement to buy the vacant land on the east side of the Mounds View Motors car dealership on 14 <br />County Road 10. Multi-Tech is the owner of the vacant land. Build to Suit, Inc. is the developer 15 <br />for this site and is requesting a development review for a new 16,692 square foot building to be 16 <br />built on the south side of the site, fronting County Road 10. 17 <br /> 18 <br />Planning Associate Heller explained that BioLife will be creating two lots from the land they are 19 <br />purchasing and will sell the north lot in the future. A major subdivision application will be 20 <br />submitted in the coming weeks. A new building will allow the company to continue its success in 21 <br />Mounds View and the north metro. She estimated that construction would take seven to nine 22 <br />months. She anticipated that BioLife would move their existing sign to the new location. She 23 <br />discussed the landscaping and grading plan. Staff reviewed the plans in detail with the Council 24 <br />and explained the Planning Commission recommended approval of Resolution 1011-14, which 25 <br />approves the plans submitted by Build to Suit, Inc. for a new 16,692 square foot building for a 26 <br />BioLife Plasma Services facility at their July 16, 2014 meeting. 27 <br /> 28 <br />Mayor Flaherty opened the public hearing at 7:28 p.m. 29 <br /> 30 <br />Beth Johnson, 2287 County Road H2, expressed concern with the water runoff and grading of the 31 <br />site. She discussed the flooding that currently occurred on her property. She recommended that 32 <br />permeable surfaces be considered. She requested clarification on where the building and access 33 <br />drive would be placed on the site. Planning Associate Heller reviewed the location of the 34 <br />building and proposed access road. 35 <br /> 36 <br />Jason Harder, Build to Suit, discussed the stormwater management plan noting the water from 37 <br />this site tended to flow towards Highway 10. He noted his grading plan would keep the water 38 <br />flowing in this direction towards the drainage pond.
