Mounds View City Council July 28, 2014 <br />Regular Meeting Page 3 <br /> <br />Council Member Hull asked if access was granted to County Highway 10 if the access point on 1 <br />H2 could be closed. Planning Associate Heller stated this was a possibility, but would be 2 <br />determined by the developer. She further discussed the issues the City was having with the 3 <br />County regarding an access point onto County Highway 10. 4 <br /> 5 <br />Mayor Flaherty suggested staff speak with Ramsey County Commissioner McGuire regarding the 6 <br />access matter. He asked if the new building would comply with the County Road 10 Overlay 7 <br />District. Planning Associate Heller explained that this building would not comply due to the fact 8 <br />the Ordinance would not go into effect until September 9th. She reported the building would 9 <br />follow the guidelines; however, the building setbacks would not. 10 <br /> 11 <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8283, 12 <br />Approving a Development Review & Developer’s Agreement for new construction on vacant 13 <br />land on County Road 10, west of Woodale Drive; Developer: Build to Suit, Inc. for BioLife 14 <br />Plasma Services. 15 <br /> 16 <br />Council Member Mueller asked if the applicant had received Rice Creek Watershed approval. 17 <br />Planning Associate Heller explained this item would be reviewed by the Rice Creek Watershed 18 <br />at the end of the month. 19 <br /> 20 <br />Council Member Mueller explained the new facility would bring 40 new jobs to the City of 21 <br />Mounds View. 22 <br /> 23 <br />Council Member Meehlhause was pleased that BioLife had chosen to stay in Mounds View. 24 <br /> 25 <br /> Ayes – 5 Nays – 0 Motion carried. 26 <br /> 27 <br />B. 7:00 p.m. Public Hearing, Second Reading & Adoption of Ordinance 888, 28 <br />Amending Title 1100 by Adding Chapter 1128, County Road 10 Corridor 29 <br />Overlay District (Roll Call Vote). 30 <br /> 31 <br />Planning Associate Heller explained that the City has been discussing the creation of a Corridor 32 <br />Overlay District along County Road 10 in order to give more flexibility to new development 33 <br />projects on the corridor. The City is willing to be flexible on requirements such as setbacks, 34 <br />parking, density and height, but the City also wants projects that are high quality. 35 <br /> 36 <br />Planning Associate Heller reviewed Chapter 1128 in the City Code with the Council noting it 37 <br />was created for this overlay district instead of inserting the new language into an existing chapter. 38 <br />She explained the section regarding the City having the option to not require a development area 39 <br />to comply with the overlay district was removed because in 1128.05 the zoning districts that 40 <br />would be applicable are listed. It was noted staff added zoning districts R-3 and R-4 to the listed 41 <br />zoning districts. Staff recommended the Council waive the Second Reading and adopt the 42 <br />Ordinance amending Title 1100 by adding Chapter 1128 which would create a County Road 10 43 <br />Overlay District. 44 <br /> 45
