GUIDELINES FOR DISPOSAL OF SURPLUS PROPERTY SOLD AT PUBLIC <br />AUCTION <br />The City may conduct its own auction or enter into an agreement with another entity to <br />conduct the auction. Notice of auction shall be given stating the time and place of <br />auction and generally describing the property to be sold at least ten days prior to the date <br />of sale by publication once in the official newspaper. <br />Computer systems and related electronic equipment is to be disposed of as <br />refuse/recycled or donated property in accordance with the guidelines therefor. <br />VI. GUIDELINES FOR DISPOSAL OF SURPLUS PROPERTY NOT SOLD AT <br />PUBLIC AUCTION (This section is consistent with M.S. 471..345 and the City's <br />purchasing policy) <br />The department head shall determine an estimated value (or selling price) for the surplus <br />property based on valuation resources, e.g. Blue Book value, etc. After determining an <br />approximate sale price, the following guidelines should be followed when disposing of <br />surplus property. <br />Official publication is required in certain situations. Use of advertising shall be <br />determined by the department head in consultation with the City Clerk/Administrative <br />Services Coordinator. <br />Property valued over $50,000 <br />If the amount of the sale price is estimated to exceed $50,000, sealed bids shall be <br />solicited. A request for the bids shall be published once in the official newspaper at least <br />ten days before the last day for submission of bids. The notice shall state the time and <br />place of receiving bids and contain a brief description of the subject matter. Additional <br />means of advertising may be utilized as determined by the department head. The City <br />Council must take action to accept or reject the bid(s) for the sale of the property. <br />Property valued from $15,000 to $50,000 <br />If the amount of the sale price is estimated to exceed $15,000 but not to exceed $50,000, <br />the sale shall be made upon sealed quotations, by obtaining two or more quotations. <br />Property valued from $5,000 to $15,000 <br />If the amount of the sale price is estimated to exceed $5,000 but not to exceed $15,000, <br />the sale may be made upon receipt of at least two verbal quotations. The department <br />head shall prepare a written memo containing the specifics of the verbal quotations. This <br />information shall be kept on file with the applicable documents related to the sale. <br />Property valued less than $5,000 <br />If the amount of sale price is estimated to be less than $5,000, the sale maybe made in <br />accordance with the City's general purchasing guidelines. <br />
