GUIDELINES FOR DISPOSAL OF DAMAGED SURPLUS PROPERTY OR <br />PROPERTY WITH NO SIGNIFICANT VALUE <br />As determined by the department head and City Cleric/Administrative Services <br />Coordinator, surplus property that is deemed to be damaged or that has no significant <br />value, may be recycled or disposed of as refuse. <br />VIII. GUIDEILINES FOR DONATION OF SUPRLUS PROPERTY <br />Property may be donated only by official action of the City Council upon a staff <br />recommendation that the cost of disposal exceeds the property value. <br />IX. PROCESS TO BE FOLLOWED FOR THE SALE OF SURPLUS PROPERTY <br />All property deemed to be of no use to the City shall be disposed of in a manner <br />determined by one of the options outlined in Section IV. Prior to disposal, Council action <br />is required to declare the property as surplus. <br />If property has been approved for replacement by the Council during a regular budget <br />cycle, it shall be assumed that the surplus property is to be sold for a reasonable price and <br />it is not necessary for the Council to take additional action declaring it surplus. <br />X. RECEIPTS FROM SALES OF SURPLUS PROPERTY <br />All receipts from sales of surplus property shall be placed in the appropriate City fund. <br />XI. PURCHASE OF SURPLUS PROPERTY BY EMPLOYEES <br />No employee of the City who is a member of the administrative staff, department head, a <br />member of the Council, or an advisor serving the City in a professional capacity may be a <br />purchaser of property under this policy. Other City employees may be purchasers if they <br />are not directly involved in the sale, if they are the highest responsible bidder, and if at <br />least one week's published or posted notice of sale is given. <br />XII. RESPONSIBILITY <br />The City Administrator, or designee, shall have primary responsibility for <br />implementation and coordination of this policy. All department heads shall be <br />responsible for enforcement of this policy within their respective departments. <br />Date of Approval: <br />Signed: <br />
