Item No: 7E <br />Meeting Date: March 12, 2012 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 7914, Awarding a Construction Contract to Rosenquist <br />Construction, Inc. for 2012 Reroofing of Community Center and <br />Water Treatment Plant No. 1 Project <br />Background: <br />In response to aging and leaky roof issues the past few years, a comprehensive roof <br />management program (Program) was prepared in 2010 for all sixteen City-owned buildings. <br />The Program recommended that full reroofing for the Community Center and Water Treatment <br />Plant (WTP) No. 1 occur in 2012. A section of the Public Works Maintenance Facility (over the <br />original building) is also recommended to be replaced in 2012, but City staff recommends a <br />“repair as needed” approach since the Capital Improvement Program includes demolition and <br />reconstruction of this building in 2016. <br /> <br />In October 2011, the City Council authorized INSPEC, Inc. to design and prepare bidding <br />documents for reroofing of the Community Center and WTP No. 1. The City Council approved <br />the bidding documents and authorized advertisement for bids for the project on January 23, <br />2012. An ad for bid was published in the February 2 and 9, 2012 editions of the Sun, and in the <br />February 2 edition of Finance and Commerce. <br /> <br />Discussion: <br />A public bid opening was held on February 23, 2012 for the 2012 reroofing project. The City <br />received 12 bids from qualified contractors ranging from $267,000 to $482,793 (see attached <br />bid tabulation). The low bid was submitted by Rosenquist Construction, Inc. of Minneapolis and <br />included bids of $222,000 and $45,000 for the Community Center and WTP No. 1 work, <br />respectively. Rosenquist was contracted by the City for last years’ reroofing of City Hall and <br />Well House No. 5 and 6. The City’s consultant, INSPEC, and Public Works staff were very <br />pleased with Rosenquist’s performance on that project. <br /> <br />Contingency unit prices were also solicited in the bidding process for adjustments in the <br />quantity of insulation replacement and additional skylight domes (Comm. Center only). These <br />prices were requested since actual condition of some the existing rigid insulation will not be <br />known until demolition of the roof and removal of the skylight domes. <br /> <br />The adopted 2012 Budget includes $250,000 under Special Projects (280-4180-7050) for <br />Community Center reroofing and $50,000 under the Water Enterprise Fund (700-4823-7050) <br />for WTP No. 1 reroofing, for a total combined budget amount of $300,000. INSPEC has <br />provided an hourly fee estimate of $14,000 for construction administration, observation, and <br />inspection services during construction, bringing the estimated project cost to $281,000. The <br />remaining balance of $19,000 is recommended to be used as a construction contingency (7%) <br />in the event that unknowns are discovered during construction, whereby allowing staff to act <br />quickly to address these issues when the roof is most vulnerable. Any use of contingencies will <br />need pre-approval by the Public Works Director. <br /> <br />The proposed schedule for construction may begin as early as April 2012 but needs to be <br />substantially complete by June 1, 2012 and final completion by June 22, 2012.
