Mounds View City Council May 14, 2012 <br />Regular Meeting Page 6 <br /> <br /> Ayes – 5 Nays – 0 Motion carried. 1 <br /> 2 <br /> H. 7:40 p.m. Public Hearing, Resolution 7945, Adopting a Special Assessment 3 <br />Levy for Delinquent Public Utility Accounts. 4 <br /> 5 <br />Finance Director Beer noted there were several public utility accounts that were delinquent with 6 <br />the City. One property was for excessive use of water and this property has had its water shut off 7 <br />at the street. Another property in default was for sale and the City wanted to be assured the 8 <br />current owner paid these fees in full prior to the sale of the property, if that were to occur. He 9 <br />noted there would be a $35 administrative fee and the homeowners could avoid interest if paid in 10 <br />full prior to be assessed. 11 <br /> 12 <br />Mayor Flaherty opened the public hearing at 7:42 p.m. 13 <br /> 14 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:42 p.m. 15 <br /> 16 <br />Council Member Stigney asked how future homeowners would be notified of the outstanding 17 <br />assessments. Finance Director Beer stated this information would be gathered by the title 18 <br />company or realtor contacting the City or County to request information about pending or 19 <br />outstanding assessments. 20 <br /> 21 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7945, 22 <br />Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. 23 <br /> 24 <br /> Ayes – 5 Nays – 0 Motion carried. 25 <br /> 26 <br /> I. Resolution 7950, Approving a Step Wage Adjustment for Officer Kirsten 27 <br />LaFean of the Mounds View Police Department. 28 <br /> 29 <br />Assistant City Administrator Crane stated Officer Kirsten LaFean was a current employee with 30 <br />the Mounds View Police Department. Sergeant Tim Wolf had determined Officer LaFean has 31 <br />satisfactorily performed in the capacity of her position and a step wage was consistent with the 32 <br />LELS contract. Staff recommended approval of a step wage adjustment from Step 4 to Step 5. 33 <br />The effective date for this adjustment would be June 1, 2012. 34 <br /> 35 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7950, 36 <br />Approving a Step Wage Adjustment for Officer Kirsten LaFean of the Mounds View Police 37 <br />Department. 38 <br /> 39 <br /> Ayes – 5 Nays – 0 Motion carried. 40 <br /> 41 <br /> J.
