The applicant was requesting another six months to 1 <br />record the plat with the County. 2 <br /> 3 <br />Peter Jesh, Coventry Senior Living, indicated he had received a commitment letter for financing 4 <br />and the bank was requesting an appraisal. This was a huge step in the right direction. He would 5 <br />continue to finalize the plans in hopes of having them completed the end of May with work 6 <br />beginning in July. 7 <br /> 8 <br />Mayor Flaherty questioned if any of the proposed units would subsidized. Mr. Jesh estimated 9 <br />that 10-12 units would be subsidized. This would be reviewed further with the bank. 10 <br /> 11 <br />MOTION/SECOND: Gunn/Mueller. Introduction & First Reading of Ordinance 872, Amending Chapter 1008 of 17 <br />the City Code about Dynamic Display Signs. 18 <br /> 19 <br />Planning Associate Heller proposed an amendment to the dynamic display sign Ordinance. She 20 <br />explained the amendment would now allow for dynamic display signs to be mounted on 21 <br />buildings if size requirements were met. She reviewed the other language changes and 22 <br />recommended approval of the language amendment in Ordinance 872. 23 <br /> 24 <br />Council Member Stigney questioned the allowable size of dynamic display signs on buildings, 25 <br />both in Mounds View and neighboring communities. Planning Associate Heller indicated this 26 <br />varied greatly depending on the zoning district and size of the building. She noted the signs 27 <br />could be located on two sides of the building. 28 <br /> 29 <br />MOTION/SECOND: Mueller/Gunn. To Waive the First Reading and Adopt Ordinance 872, 30 <br />Amending Chapter 1008 of the City Code about Dynamic Display Signs. 31 <br /> 32 <br />Council Member Stigney expressed concern that the language has become too open ended. He 33 <br />recommended the language be more restrictive. Planning Associate Heller stated a controlling 34 <br />factor to the size and scope of these signs would be the expense of these signs. 35 <br /> 36 <br />Mayor Flaherty stated the number of signs per building was not limited through the current 37 <br />language. He agreed with Council Member Stigney and was in favor of limiting the number of 38 <br />signs to three per building. He suggested Staff further review the language prior to the Second 39 <br />Reading. 40 <br /> 41 <br />Council Member Stigney requested Staff review the sign codes for neighboring communities as 42 <br />well. 43 <br /> 44 <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. 45
