Item No: 7I <br />Meeting Date: December 10, 2012 <br />Type of Business: Council Business <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 8032, Approving Additional Expenditures for Repairs and <br />Improvements to the Gymnasium Floor at the Community Center <br /> <br />Background: <br />One of the two drinking fountains in the gymnasium at the Community Center sprang a leak <br />overnight between November 2nd and 3rd, 2012. Unfortunately, a large portion of the hardwood <br />floor in the southeast corner of the gym was soaked with water, making some boards to curl <br />several days later and a portion of the floor heaved up about a week later. <br /> <br />The City Council approved repairs to the damage floor and a buff and coat to the remaining gym <br />on November 26, 2012 for an amount not to exceed $12,000. Twin City Hardwood Flooring was <br />hired to repair the approximately 600 square feet of damaged floor and buff and recoat the <br />remaining gym for $10,090. The repair involves removing and replacing the underlying plywood <br />(two layers) and hardwood planks, sanding the patched area, applying two coats of sealer, and <br />reapplying any game lines removed. <br /> <br />Discussion: <br />Twin City Hardwood Flooring began work on December 3, 2012 and during the removal of the <br />damaged floor, more water was discovered below the floor beyond the removal limits. Additional <br />curling of hardwood planks was noticed and a number of inspection holes were cut down on the <br />easterly half of the gym which water was observed, potentially expanding the scope to removing <br />one-third to one-half of the entire gym floor. <br /> <br />A third party gym floor consultant was contacted and a claim was made to the City’s insurance <br />agent (LMCIT). The consultant suggested removing sections at a time until the areas with water <br />were exposed. The insurance agent provided staff with a contact for a restoration specialist <br />contracting firm who provided a quote to pump air under the floor to remove the water and <br />moisture from the floor and wood. However, the scope of work has now increased for repairing <br />the floor and additional expenditures are needed. <br /> <br />Twin City Hardwood Flooring provided a quote for additional compensation at a unit price of $65 <br />and $35 an hour for a journeyman and apprentice, respectively, plus materials for additional tear- <br />out work required. Tear-out areas requiring full restoration were quoted at $7.75 per square foot, <br />and sanding and sealing of areas not requiring tear-out at $1.30 per square foot. <br /> <br />Recommendation: <br />Public Works recommend that the City Council adopt the attached resolution to approve additional <br />unit price expenditures for the hardwood floor repair at the Community Center gymnasium.
