Item No: 8A <br />Meeting Date: February 28, 2011 <br />Type of Business: Consent Agenda <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 7748, Approving Parking Restrictions on Jackson <br />Drive Between County Road H2 and County Road I <br /> <br />Background <br />Jackson Drive between County Road H2 and County Road I is a Municipal State Aid <br />(MSA) roadway and is included in Area D of the Street and Utility Improvement Program. <br />Jackson Drive’s MSA status requires that its design configuration be evaluated on a case- <br />by-case basis during the design phase of the Program. This was done last year and on <br />October 25, 2010 the City Council adopted Resolution 7693 that approved a design <br />configuration of 32-feet wide with on-street parallel parking on one side of the street only. <br />To be eligible for State Aid, MSA roads must meet these more conservative design <br />standards. The approved design had the parking bay on the east side between County <br />Road H2 and Bronson Drive, then on the west side between Bronson Drive and County <br />Road I. This allowed the parking to be adjacent to Lambert Park south of Bronson and <br />adjacent to the apartment building complexes north of Bronson. <br /> <br />Discussion <br />With the more strict design standards, the State Aid office also requires a resolution be <br />adopted by the City Council for Jackson Drive parking restrictions. Signing the side of the <br />street that does not have the parking bay with “No Parking” signs is also required as part <br />of these standards that make the roadway eligible for State Aid funding. While the <br />approved roadway design configuration for this section of Jackson Drive will discourage <br />this on-street parking, this resolution is more of a formality of what has already been <br />approved. <br /> <br />Recommendation: <br />Staff recommends that the City Council consider adopting Resolution 7748 approving <br />parking restrictions on Jackson Drive between County Road H2 and County Road I. <br />Doing so will allow the City to receive State Aid funding for reconstruction of this roadway <br />segment. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />Nick DeBar - Public Works Director <br /> <br />Attachments: <br /> Resolution 7748
