2010 ANNUAL REPORT | DEPARTMENT OF PUBLIC WORKS <br />PAGE 2 <br />Many of the PW employees have good longevity at the City and all are very knowledgeable and <br />skilled with their jobs. The length of employment with the City of Mounds View for full-time PW <br />ranges from one to 23.5 years, with an average of 12 years. The average age is 46.5 years old. <br />The Department has been hit with vacancies in several top leadership positions in recent years, <br />including the PW Supervisor from December 2006 to March 2010 and the PW Director from April <br />2008 to March 2009. The PW Supervisor position was filled with the hiring of Don Peterson in <br />March. The vacant PW Intern position description was tweaked and restructured to include GIS <br />duties, and Kevin Koch was hired in May as the Engineering/GIS Intern. In The Department also <br />hired one less seasonal maintenance worker for street maintenance during summer 2010 (0.25 FTE) <br />with savings toward the General Fund. <br />PW also hired Rick Wriskey as the City Forestry Consultant in May. Rick retired in September 2009 <br />from the City of New Brighton, who Mounds View shared a joint powers agreement for city forestry <br />since 1981. The cities were working together to rehire the position, and even had a finalist, when <br />New Brighton decided to pursue other means for this service after a new City Council was elected. <br />Notable Accomplishments (PW Administration): <br /> Hired Don Peterson for vacant PW Supervisor (54 applications/15 first & 3 second interviews) <br /> Hired Kevin Koch for vacant Engineering/GIS Intern (34 applications/6 interviews) <br /> Hired 8 seasonal maintenance workers (4-PW/4-parks) ***REDUCTION OF 1 FROM 2009*** <br /> Hired Rick Wriskey as City Forestry Consultant <br /> Continue to do more work with less personnel <br />Administration/Engineering (A/E) <br />The A/E staff consists of the Public Works Director, Administration Assistant, Engineering/IS <br />Technician, and the Engineering/GIS Intern. As previously mentioned, the A/E staff is generally <br />responsible for department administrative activities, land and asset management, contracting, and <br />project development. All project development activities (planning, design, plans/specs, <br />bidding/award, construction, notices, etc.) are performed by A/E staff or are coordinated with hired <br />consultants. The Engineering/IS Technician is also a primary contact for coordinating any on-site <br />issues with the Roseville I-Net that provide citywide computer and technology services. Other <br />Division duties include overall PW file and record management; processing right-of-way permits and <br />private improvements program; and staff liaisons to the Street and Utilities Committee and Parks and <br />Recreation and Forestry Commission. City forestry activities are coordinated through the A/E <br />Division. <br />Notable Accomplishments: <br /> PW Administration – overall administrative activities for department <br /> Personnel Hiring (see Personnel section above) <br /> Created MS Excel based timesheets for PW (4 versions) <br /> cooperated with Porwoll case (resolved) <br /> solicited quotes/sold 2 bridges and 1 v-plow implement ($15,600 total to General Fund) <br /> Arbor Day (April 30) – Tree dedication for Rick Wriskey’s 28 years of service <br /> National Public Works Week (May 17-22) <br /> Stormwater Annual Meeting <br /> Budget updates <br /> Evaluated staffing levels <br /> 12 Parks and Recreation and Forestry Commission meetings + 1 joint meeting with City Council <br /> 8 Street and Utility Committee meetings + 1 joint meeting with City Council <br /> 1 Joint PRF Cmsn.-S/U Cmte.
