Item No: 7D <br />Meeting Date: June 27, 2011 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Resolution 7806, Approving Bidding Documents and Authorizing <br />Advertisement for Bids to Demolish and Reconstruct the Lambert <br />Park Building <br /> <br />Background: <br />The current building at Lambert Park was originally built in the late 1970’s or early 1980’s as a <br />storage garage for various park and public works supplies and equipment. In 1987, the garage <br />was converted into a warming house and has now outlived its useful life and is in need of <br />replacement. The Parks and Recreation and Forestry Commission (Commission) has been <br />discussing this project at most of their monthly meetings since October 2009. The Commission <br />met with the Council at a joint meeting during the November 2010 work session at which time <br />the Council gave direction to continue moving forward with the replacement. Costs are <br />proposed to be funded entirely from the Park Dedication Fund. <br /> <br />The Commission made a recommendation (6-0) on April 28, 2011 to hire an architectural <br />consultant to perform professional design services and prepare plans and specifications for use <br />in obtaining bids and constructing the new building. The City Council agreed and authorized <br />TKDA to perform design and prepare bidding documents for the proposed Lambert Park <br />building on May 9, 2011 (Res. 7780). TKDA previously designed the Hillview and Groveland <br />Park buildings. City staff performed the site/civil design and prepared plans/specifications in- <br />house for the project. <br /> <br />The proposed building design was to mimic the basic design of the last park building <br />constructed at Groveland Park in 2005, which mimicked the basic design of the Hillview Park <br />building constructed in 2001. Keeping the overall design and style similar between these <br />buildings will not only keep design costs down, but also will help with maintenance and repair <br />activities and provide a cohesive feel to the various parks containing these buildings. <br /> <br />Discussion: <br />The Commission held a special meeting at the Groveland Park building on May 11, 2011 with <br />Public Works and TKDA staff to discuss potential building design options and components. <br />Many of the options are geared to making the building more appealing. TKDA presented costs <br />associated with the design options discussed at the May 26, 2011 Commission meeting. The <br />following is a list of the changes suggested by the Commission: <br /> <br />1. Enlarge Picnic Pavilion Roof: The Lambert Park building is proposed to have the larger <br />overhang (picnic pavilion) face the park rather than the street. In addition, the overhang is <br />proposed to double in area. This orientation and enlargement will appeal to those simply <br />watching a baseball game or a group rental. <br />2. Extend Entrance Roof: With the reorientation of the only overhang facing the park, a <br />deliberate entrance needs to be defined for those unfamiliar with the building or those <br />waiting for a ride while raining, etc. The dormer would simply be extended to accommodate <br />this need on the street side. <br />Items 1 + 2: ADD $35,500
