Mounds View City Council September 26, 2011 <br />Regular Meeting Page 7 <br /> <br /> 1 <br />Council Member Stigney asked if the .3 foot candle requirement was being measured by the City 2 <br />on all signs. He recommended this be made a part of the sign installation process. 3 <br /> 4 <br />Mayor Flaherty agreed. 5 <br /> 6 <br />Mr. McCarver stated the larger the sign the more ambient light that would be given off by the 7 <br />sign. He indicated he would be more than willing to comply with suggested sign installation 8 <br />process assuring that .3 foot candle requirements were being met. 9 <br /> 10 <br />Council Member Stigney recommended a two to one ratio be written into the code to ensure that 11 <br />signs were not one foot in height and fifty feet in length. City Administrator Ericson did not feel 12 <br />this had to be discussed within the Dynamic Display Code as it was addressed within the Sign 13 <br />Ordinance. He suggested the sign ratio be addressed instead. 14 <br /> 15 <br />Council Member Stigney did not feel a dynamic display sign should front a neighborhood or 16 <br />residential area. He expressed concern that the revisions to this code would lead to more 17 <br />dynamic display signs within the City. He would rather see billboards within the community 18 <br />decreased. 19 <br /> 20 <br />Council Member Stigney recommended the Ordinance be revised and reviewed by the Council 21 <br />before the Second Reading. 22 <br /> 23 <br />Mayor Flaherty thanked Council Member Stigney for his research on this Ordinance. He 24 <br />requested Staff discuss the revisions further with Council Member Stigney. 25 <br /> 26 <br /> Ayes – 5 Nays – 0 Motion carried. 27 <br /> 28 <br />E. Resolution 7831, Authorizing Stantec Consulting Services Inc. to Perform 29 <br />Engineering Design Services and Prepare Bidding Documents for Area E of 30 <br />the Street and Utility Improvement Program. 31 <br /> 32 <br />Public Works Director DeBar stated Area E of the Street Improvement Project is scheduled to be 33 <br />constructed in 2012. The design work would need to be completed yet this winter. In August, 34 <br />the Council authorized Bonestroo to complete the topographic survey for Area E. Staff has been 35 <br />negotiating the scope of services and scheduled fee for this area for the past several months. 36 <br /> 37 <br />Public Works Director DeBar explained that Bonestroo merged with an international firm early 38 <br />in September and was now named Stantec Consulting Services Inc. Several of the engineers 39 <br />with experience working on City projects, including Joe Rhein, have left Stantec. For this 40 <br />reason, Staff felt it would be a good time to solicit fee proposals from Bolton & Menk as well as 41 <br />Stantec Consulting Services Inc., as both firms now had engineers that have experience with the 42 <br />project. 43 <br /> 44
