Resolution 7844, Approving an Amendment to the Billboard Lease on 12 <br />Medtronic Property. 13 <br /> 14 <br />City Administrator Ericson stated that earlier this year the City was approached by Clear 15 <br />Channel, requesting to convert one of the former golf course property billboards to an LED 16 <br />display. City Code does provide for LED displays; however, there were several obstacles within 17 <br />the code that has prevented such a conversion. The City has since amended the dynamic sign 18 <br />display language. 19 <br /> 20 <br />City Administrator Ericson reviewed the billboard lease with the Council. He stated the 21 <br />information regarding the dynamic display billboard was presented to Medtronic. Staff 22 <br />recommended approval of the amendment to the billboard lease on Medtronic Property. 23 <br /> 24 <br />Council Member Stigney questioned what type of revenue would be generated by a digital 25 <br />display billboard versus a traditional billboard. Tom McCarver, Clear Channel Outdoor, 26 <br />indicated the revenue was significantly higher along with the expense to maintain and upkeep 27 <br />these signs. 28 <br /> 29 <br />Council Member Stigney felt the dynamic display rents proposed to be paid to the City were too 30 <br />low given the fact it was not a fair share of the overall revenues. For this reason, he would not 31 <br />support the lease amendment. 32 <br /> 33 <br />Mayor Flaherty asked if any other lease agreements in neighboring communities were researched. 34 <br />City Administrator Ericson indicated there were very few lease agreements with municipalities. 35 <br />The only two he found were with the City of Blaine and the City of West St. Paul. 36 <br /> 37 <br />Mayor Flaherty did not view the lease as being the City’s attempt to receive a fair share of the 38 <br />“pie,” but rather a fair and equitable rental rate. He indicated the Council could refuse, to see if 39 <br />the rate would be increased. 40 <br /> 41 <br />Mr. McCarver commented that Clear Channel was moving into more and more cities.
