City of Mounds View Staff Report <br /> ZEP Manufacturing • <br /> February 27, 1997 <br /> i Page 3 <br /> A wetland alteration permit may be issued by staff for certain types of work done in the buffer <br /> area if the work does not extend into or impact the adjacent wetland. Wetland alteration permits <br /> which are beyond the scope of administrative approval are decided by City Council. The ZEE <br /> project includes the grading of a detention pond in the buffer area, which is an administrative <br /> approval, and locating a portion of the parking lot in the buffer area, which is subject to City <br /> Council review. The City Code also allows for variances to the provisions of the Wetland Zoning <br /> District, and the criteria for these variances are stated in Section 1010.09. Subd. 2. We do not <br /> anticipate the ZEP project requiring a variance. <br /> Parking Ratios and Proof of Parking: ZEP Manufacturing is requesting a reduction in the amount <br /> of parking provided from the amount required by the City Code under two different provisions. <br /> The parking ratios for office and manufacturing/warehouse space are much higher in the Mounds <br /> View Code than is so in many other jurisdictions. A variance in the required parking ratios has <br /> been requested and is under consideration by the Planning Commission. In addition, the Code <br /> allows for a parking reduction by conditional use permit if certain conditions are met. These <br /> conditions including showing how the required parking could be built on the site if it becomes <br /> necessary. ZEP Manufacturing has shown additional area which could be paved for parking. We <br /> wanted to familiarize City Council with these allowances in the Code for adjusting parking <br /> requirements. <br /> • A reduced copy of the proposed site plan has been attached for your reference. As noted earlier, <br /> we do not expect to get into an extended discussion of the project at your work session.
