The following <br /> recommendations were made: <br /> 1. Funding Source: The Task Force recommended that TIF be used for the City <br /> portion of the costs for new construction and renovation. It was the opinion of the <br /> Task Force that a one time payment will eliminate the need for future payments for <br /> the debt and will enhance the overall success perception of future operations with <br /> predictions that the facility will run in the black with up-front construction <br /> payment. <br /> 2. Dividing Doors a must for the Banquet Room: The Task Force was adamant that <br /> • <br /> to serve the many organizations and groups identified previously, small meeting <br /> rooms will be necessary - along with the revenue producing large banquet room <br /> facility. Therefore, to make the most effective use of the large room, sliding doors <br /> are necessary to serve that multi-use function. Although the doors are expensive, <br /> it was the opinion of the group that the great use will prove to be cost effective. <br /> 3. Added meeting room space to be designed as an arts and crafts room: The <br /> added room for the City that the School District decided to forego, was suggested <br /> to be an arts and crafts room with hard floor and easy maintenance room that <br /> children and adults could feel free to participate in artsy craftsy projects without <br /> the fear of spilling paint etc. This designated arts room would help eliminate the <br /> wear and tear on the banquet room area. <br /> 4. Teen spaces: The Task Force is concerned that the teen area is a private area <br /> designated for teens, supervised, and inviting to teens. The philosophy of the area <br /> must be one that is accepting of teens and does not pose a conflict to the other <br /> space uses of the center. The Task Force is concerned that the area designated for <br /> teens is located in"foyer" spaces where traffic, visibility, noise, etc. may be <br /> conflicts. <br /> 5. Full size gymnasium is recommended for community use: This item had little <br />
