.3 <br /> City of Mounds View Staff Report <br /> Planning Case No.477-97:D.W.Jones Property <br /> May 24, 1997 <br /> Page 2 <br /> on the resolution related to the general concept plan first(Resolution No. 5127)and then take <br /> action on the change to the zoning map(Ordinance No. 599). <br /> Resolution No. 5127 is attached to this report, which covers the issues from the April 28 meeting. <br /> Ordinance No. 599 is attached to the staff report on the rezoning ordinance. <br /> At the April 28 meeting, City Council directed the applicants to provide additional information <br /> pertaining to certain issues as follows: <br /> • Redelineation of the wetland <br /> • Further review of the site impact traffic analysis <br /> • Analysis of drainage calculations and on-site ponding <br /> • Explore feasibility of underground parking at senior complex <br /> • Review of site plan by professional urban designer <br /> Discussion: <br /> Redelineation of the wetland; encroachment into the wetland buffer: The wetland on the site <br /> has been redelineated as shown on the revised site plan dated May 22, 1997. The new <br /> delineation indicates that the wetland area has decreased in size since the last delineation was <br /> done in 1992. As a result,the extent to which the uses encroach into the 100 foot wetland <br /> buffer decreases from and estimated 45 percent to 40 percent along the northwest and northeast • <br /> side of the wetland where development is concentrated. There is no encroachment from this <br /> development in the buffer area along the south side of the wetland. There is also more room on <br /> site for the placement and expansion of NURP ponds as a result of the new delineation. <br /> Further review of the site impact traffic analysis: Staff arranged to have traffic engineers at <br /> SEH review the traffic analysis prepared by Biko Associates for the applicants. Glen Van <br /> Wormer and John Hagen from SEH responded with their comments in a memorandum dated <br /> May 9, 1997 (attached). The original traffic study labeled the driveways as shown in the <br /> attached site plan. Their concerns with Biko Associates' traffic analysis were focused on: <br /> • traffic volume attributed to driveway"D <br /> • stacking on Silver Lake Road <br /> • absence of a.m. peak period analysis for driveways "A"and"B" <br /> • conflict points between traffic movements on the site <br /> SEH calculated volumes for the driveway D access point which were significantly different <br /> from those of BikoAssociates. The stacking of vehicles northbound on Silver Lake Road at <br /> peak periods could block access to driveway D, making it difficult for vehicles southbound on <br /> Silver Lake Road to gain access at driveway D. Bill Smith of Biko Associates responded to <br /> SEH's concerns in a memo dated May 15, 1997 (attached). Mr. Smith provided revised traffic <br /> volumes for driveway D, additional documentation concerning stacking on Silver Lake Road, <br /> explained that both MnDOT and the County had determined that a.m. peak period traffic <br /> analysis would not be needed, and presented further information regarding on-site circulation. • <br /> SEH reviewed Biko Associates' response to its concerns and offered conclusions in a memo <br /> dated May 20, 1997 (attached). <br />
