Consideration of Approving Resolution No.5141 of Project Management Services Agreement with <br /> 25 WAI Continuum for the Development of the Community Center. <br /> 26 <br /> 27 Ms.Bennett explained that at the suggestion of Attorney Long,WAI Continuum was asked to draft an <br /> 28 agreement for Project Management Services to assist in providing guidance during the construction of the Bel <br /> 29 Rae Community Center. Their proposal is that it would cost between$30,000 and$45,000 for these services. <br /> 30 Ms.Bennett explained that Mr.Whiting and herself would work closely with WAI representatives to minimise <br /> 31 the amount of time they would spend on the project. Mr.Whiting explained that both Ms.Bennett and <br /> 32 himself expect during the construction of the project,to experience some questions that go beyond their scope <br /> 33 of expertise as well as the problems associated with time restraints <br /> 34 in dealing with the details of a project such as this. <br /> 35 <br /> 36 Council member Trude noted that the City is currently paying the architect a 7%fee to oversee the project. She <br /> 37 wondered if any of these costs would be covered by his service fees. Ms.Bennett explained that the items <br /> 38 covered under the project management contract with WAI would be those that go beyond the scope of the plans <br /> 39 and specifications for the architectural contract agreement. She feels that WAI is likely to detect problems <br /> 40 that an outside company would not be able to pick up. Therefore,it will be less costly to the city in the long <br /> 41 run. The contract would be similar to the Attorney contract with the city and WAI services would only be used <br /> 42 upon city request. <br /> 43 <br /> 44 Attorney Long noted that the city would be have the authority to cancel the contract at any time. <br /> 45 <br /> 46 Acting Mayor Koopmeiners asked where the money would be coming from to pay for these services. <br /> • 47 Mr.Whiting noted that it would be coming from the$3.3 million that has been set aside for the Bel Rae <br /> 48 project. <br />
