*interoffice <br /> MEMORANDUM <br /> to: Chuck Whiting, Adminstrator <br /> from: Mary Saarion, Director of Parks and Recreation ‘1.\, <br /> subject: Suggestions for Community Center management <br /> date: July 31, 1997 <br /> Yesterday you requested that I put together ideas on possibilities of managing the Community <br /> Center. I have called several communities that have community centers to gain information <br /> regarding management and operations. The Communities that I called include Shoreview, New <br /> Brighton, Columbia Heights, St. Anthony, Crystal, Brooklyn Center, Brooklyn Park, Eden <br /> Prairie, Maplewood, North St. Paul and Maple Grove. <br /> All ten community centers listed above house their Parks and Recreation Department at the <br /> Community Center building. All the above use Parks and Recreation Department office staff as <br /> facility managers, monitoring and scheduling use and security of the community center building. <br /> All the above community Parks and Recreation Departments plan and implement activities at the <br /> community center facilities. <br /> • <br /> It is my recommendation that the City of Mounds View Parks and Recreation staff move to <br /> offices at the Community Center and be given the responsibility of monitoring and scheduling use <br /> of the community center. Daytime hours from 8a.m. -4:30 p.m. would be taken care of without <br /> any additional personnel. Arrangements for after school and evening activity supervision would <br /> need to be arranged through fee-subsidized instruction programs for programs such as basketball <br /> leagues, volunteer pool for programs such as teen open gyms and perhaps a joint agreement with <br /> the School District for after-school activities including intramurals, which would be a fee <br /> subsidized program as well. Weekend activities would be similar. However, it is suggested that a <br /> part time person be employed for Saturday and Sunday afternoon hours where activities in the <br /> community center can be offered to the community at no cost. This would be perhaps 8 hours/ <br /> week(4 hours on Sat and 4 hours on Sun) for 52 weeks at $8/hr wage equalling approximately <br /> $3,328 in wages plus approximately $300 in minimal benefits. In addition, this person could be <br /> the person that would monitor rental use of the building for weddings, reunions, conferences, etc. <br /> Time spent by the building supervisor would be paid for by fees required by renters. This is a <br /> common practice and one that we participate in with the school district. Therefore, supervision of <br /> the building during rentals would be paid for by the fees charged to the renters. <br /> In believe that the above is a very workable management program for the community center. <br /> Custodial services will be needed. The City has several options including extending the services <br /> • which are currently required for City Hall. Hiring a separate custodial contract for the <br /> Community Center, which would be a joint partnership with the School District and Children's <br /> Home Society. Another choice would be to hire an employee for this job. All these choices will <br />
