POLICY: SERVICE TIME • <br /> Approved By: City Administrator Section: 1.70 <br /> Revision History: 1992, 1997 <br /> Service time is the employee's length of continuous service with the City commencing with the <br /> first day of hire as a regular, part, or full time employee. Upon successful completion of the <br /> probationary period, service time will be accumulated from the first day of hire. <br /> From time to time, personal circumstances, illness or civic duty require an employee's absence <br /> from work for periods of varying duration. Absences such as sick leave, funeral leave, etc. that <br /> have been authorized by the City will not interrupt the accumulation of continuous service, <br /> provided the employee meets the conditions required by the City of such leaves. Other <br /> absences, including but not limited to, FLMA, Parental Leave, or other unpaid leaves, will not <br /> effect employment dates, but may affect step adjustments. For specifics regarding Paid and <br /> Unpaid leaves, see Section Two: Attendance and Leaves. <br /> POLICY: SMOKING <br /> Approved by: City Council, Clerk Administrator Section: 1.80 <br /> Revision History: 1987, 1991, 1997 <br /> In accordance with the Minnesota Clean Indoor Air Act and in recognition of the need to provide <br /> a smoke-free environment for City employees and visitors, a smoking and tobacco use policy is • - <br /> established. <br /> It is the intent of the City to accommodate the preference of non-smokers and smokers. This <br /> policy restricts smoking in areas of City-owned building and facilities, but also recognizes the <br /> preference of some employees to smoke. Smoking is to be allowed only where it does not <br /> endanger life or property or cause discomfort and unreasonable annoyance to other <br /> employees. Each employee is asked to approach any unresolved questions or problems with <br /> tolerance, consideration, and common sense in order to assure compliance to the policy without <br /> undue hardship to anyone. <br /> Policy <br /> Smoking of any kind; including pipes, cigars, and cigarettes, or the use of chewing tobacco, will <br /> not be permitted in any Mounds View City building or City owned vehicles (excluding Public <br /> Works Garage). Smoking by City employees will not be permitted outside of the front entrance <br /> of City Hall. <br /> The Police Department is granted special discretion in regard to this policy when questioning a <br /> witness or suspect of a crime. This smoking and tobacco use privilege may only be granted to <br /> a member of the public and not to a City employee, including Police Officers, unless they are <br /> being questioned. <br /> Violations <br /> Employees who violate the smoking and tobacco use policy will be subject to disciplinary action <br /> as follows: First Violation -verbal warning; Second Violation -written warning; Third Violation - <br /> suspension without pay; Subsequent Continual Violations - could result in involuntary <br />
