However, when the following extraordinary circumstances exist, the City Administrator <br /> • <br /> may determine the City Offices should be closed: <br /> • the building is unfit or unsafe for employee to occupy (e.g. a water main break); <br /> • weather conditions make travel impossible (e.g. highways are closed); or <br /> • a natural or man-made emergency jeopardizes the health and safety of <br /> employees. <br /> If it is necessary to close City offices due to extraordinary circumstances, the office <br /> closing will be announced on WCCO-AM radio and on a pre-recorded message on the <br /> City's main telephone number if possible. In such circumstances where City offices are <br /> officially closed, the City Administrator may grant paid time off to employees. <br /> Employees who are not scheduled to be at work on a day when offices are closed for <br /> extraordinary circumstances will not receive paid time off. <br /> The provisions of this policy shall apply to all employees who are not members of a <br /> union whose contract with the City may specifically set forth contrary provisions dealing <br /> with the subject matter of this personnel policy. <br /> K. Unpaid Leave of Absence (Clerk Administrator) <br /> The City of Mounds View may grant an unpaid leave of absence to an employee upon <br /> written request and approval. Prior to requesting leave, an employee must first exhaust <br /> all available paid leave (i.e., vacation leave, accumulated compensatory time, flex time, <br /> or sick leave if conditions for which leave is requested meet those conditions required <br /> for usage of Sick Leave as defined in Section ) • - <br /> An unpaid leave of absence requires advance written approval of the City Administrator. <br /> The unpaid leave of absence may be granted at the discretion of the City Administrator <br /> based on consideration of the following factors: <br /> • Municipal service needs; <br /> • The employee's performance record and length of service; <br /> • The reason(s) for the request; <br /> • Any other relevant information; and <br /> • The Supervisor's and/or Department Head recommendation. <br /> If granted, the unpaid leave of absence may not exceed ninety (90) continuous calendar <br /> days. An extension beyond that period may be requested in writing and granted at the <br /> discretion of the City Administrator based on the above considerations. An unpaid leave <br /> of absence shall not exceed one (1) calendar year, except as noted below. <br /> Employee's serving in the armed forces or who have been disabled while performing job <br /> duties at the City of Mounds View, may have their unpaid leave of absence extended <br /> beyond one (1) calendar year, at the discretion of the City Administrator, based on the <br /> above considerations. <br /> Status of Benefits <br /> During unpaid leave of absences of less than 30 calendar days, the employee retains all • <br /> benefits - i.e., accrual of sick, vacation, and holiday leave and City contributions for City <br /> sponsored benefits. A leave of absence without pay in excess of 30 calendar days, <br /> benefits including sick, vacation, holidays or other forms of indirect compensation will <br />
