UNAPPROVED <br /> Page 6 • <br /> August 25, 1997 <br /> Mounds View City Council <br /> 1 would withhold the city's support while other opportunities are investigated and if that opportunity does not <br /> 2 work out,the council could go back and authorize the funds. <br /> 3 <br /> 4 MOTION/SECOND: Trude/Stigney to Approve Resolution No. ,Withdrawing Support of Public <br /> 5 Housing Funds. <br /> 6 <br /> 7 A discussion followed in regard to the six month sunset clause on the funds whereby if the funds are not used <br /> 8 within six months the funds would automatically go to other competing cities. Ms.Bennett explained that the <br /> 9 $200,000 for the rehabilitation of the project were Ramsey County funds and they were approved by Ramsey <br /> 10 County and set aside until December 31, 1997. The Holman unit funds were approved by a separate <br /> 11 resolution. Discussion also centered around whether the resolutions of support passed by the City Council <br /> 12 would obligate the city to proceed at this time. <br /> 13 <br /> 14 Mayor McCarty stated he is concerned about the appearance that the city is"tinkering around"with funds that <br /> 15 are earmarked for persons of less economic stature,etc. He is concerned that having the development <br /> 16 contingent upon a retail conversion could create problems. The neighbors adjacent to the property which <br /> 17 would require a zoning change have not had an opportunity to provide input. He feels the Council should take <br /> 18 time to consider the options,however and work through all of the details. He would be interested to see what <br /> 19 the residents who would be affected by the zoning change have to say. <br /> 20 •21 Attorney Long recommended that the Council delay the resolution and take time to look at the issues more <br /> 22 closely. <br /> 23 <br /> 24 Ms.Trude stated her main point of the resolution is to let the public know that even though the developer made <br /> 25 it appear at the last meeting that he could proceed,he does need the city's support. Mayor McCarty noted that <br /> 26 the other issue is whether or not the developer is dependent upon the funds in order to be able to proceed which <br /> 27 is not known at this time. <br /> 28 <br /> 29 MOTION/SECOND:Koopmeiners/Quick to table Resolution No. <br /> 30 <br /> 31 VOTE: 3 ayes 2 nays(Trude/Stigney) Motion Carried <br /> 32 <br /> 33 REPORTS: <br /> 34 <br /> 35 Report of Council members: <br /> 36 <br /> 37 Koopmeiners: No report. <br /> 38 <br /> 39 Stigney: Council member Stigney stated he feels fortunate to have been able to serve with Ms.Trude and he <br /> 40 hopes he will be able to emulate through her example. <br /> 41 <br /> 42 Quick: Council member Quick wished Ms.Trude Good Luck. <br /> 43 <br /> 44 Mayor McCarty: Mayor McCarty took this opportunity to explain what an Exclusive Negotiating <br /> 45 Agreement meant. <br /> 46 •47 Trude: Ms.Trude encouraged the public to stay on top of the issues affecting residents in the community. <br /> 48 She stated she has enjoyed working for the residents over the past four years.
