The development proposal no longer involves the vacant lot owned by the City. The <br /> applicant proposes to construct 10 two-level, three and four bedroom rental townhome-styled <br /> dwelling units on the two vacant parcels while completely rehabilitating the 40 existing apartment • <br /> units. New hipped-style roofs and new siding will be added to the apartment buildings to match <br /> the design of the proposed townhomes. The applicant is also proposing to replace all of the <br /> carpeting and vinyl flooring, windows, and the kitchen appliances and cabinets. They will be <br /> replacing furnaces and water heaters and light fixtures as needed. <br /> Type of Review: <br /> The proposed Silver Lake Commons development is consistent with the Mounds View <br /> Comprehensive Plan, which shows this property for High Density Residential. It is also consistent <br /> with the existing zoning, in that R-4 and R-3 allow for multiple family dwellings at 17.4 units per <br /> acre. The request before City Council is for approval of a development review, or site plan <br /> review, which is technical in nature. Development review is used to check if the proposal meets <br /> all of the zoning requirements such as setbacks, building heights, open space and parking <br /> requirements. Development review is required by Section 1006.06, Subd. 2 and Subd. 3 of the <br /> Mounds View Municipal Code, and is not subject to a public hearing requirement. <br /> Changes to Approved Site Plan: <br /> The most evident change to the site plan is the elimination of the six-unit building fronting <br /> Highway 10 on the City-owned parcel. The driveway that had serviced these units has also been <br /> removed. The on-site management office and recreation center has been relocated near the south <br /> end of the 26-stall garage structure. The locations of the larger play structure and the grill/picnic <br /> area have been moved closer to the dwelling units to accommodate them completely on the 110 <br /> subject property. As a result of the reduction in dwelling units, parking spaces were reduced as <br /> well but meet the requirements of the Code and Planning Commission Resolution 513-97. <br />
