Bill Summary
Tax Bill
It's a shocker.
The Senate has adopted a property tax freeze amendment for 1997 and after more debate, the
Senate adopted the entire revised omnibus tax bill. Both the Senate bill and the associated House
bill will now go to the conference committee to resolve differences. Essentially this means that
cities, counties, townships sand special taxing districts would have their levy frozen at the 1996
level. This freeze would then be followed in 1998 by a new levy limit to prevent a rebounding
effect in property taxes. There are many"issues" in relation to these bills, I'll keep you up-dated.
Omnibus game and fish bill
Under HF2799/SF24-45*a person would no longer have to feel guilty after a fishing expedition
with the kids... one of the provisions includes it no longer being a crime to put a sunfish in your
home aquarium. Did you know currently it's a misdemeanor, punishable by up to 90 days in jail
and a $700 fine? But beware, there are all sorts of exceptions to this bill change.
Dawn
********************
TUG
Thursday, March 14, 1996 I attended at TUG meeting at the Plymouth Public Safety Building. Al
Olson from the Bureau of Mediation Services discussed"Interest Based Collective Bargaining."
Interest Based Collective Bargaining (IBCB) is the newest of the services offered by BMS. IBCB
is an alternative to "traditional" bargaining. The alternative method uses issues, interests, options
and standards in contrast to traditional bargaining which focuses on labor and management
positions to achieve settlements.
RECYCLING UPDATE
As stated in the City Newsletter, Spring Clean Up day is scheduled for May 18, 1996. The City
will continue to retain the services of Twin City Refuse, in cooperation with Krupenny& Sons for
the Annual Spring Clean Up Day. A flyer will be distributed mid April to provide additional
information such as fees, acceptable materials, hours of operation, etc. To further promote Spring
Clean Up Day, information will be on the Cable channel.
Lynnette
