pRov,
Mounds View City Council Page Four
Regular Meeting July 25, 1994

found that out late Friday night and this would take some figuring as to how this gets done.

Ulrich explained what an operating rod was and its function.

Harstad stated that when she agreed to the punch list she did not know enough about those stops.
The plumbers had made errors on half of lots by not putting the rods in and that when the builder
attaches to the City water, the rods could be put in.

Mayor Linke stated that the building permits would be released in conjunctions with the release of
the cash escrow. Harrington explained that the Council would have to sign off on the
Development Agreement and release the cash escrow. Harrington stated that there are
disagreements as to the finishing of the project.

Harstad stated that they need two lots as there are homeowners wanting to get in and there accounts could
be lost if delayed further.

Mayor Linke stated that at the August 8, 1994 Work Session the Council can call to order if all
Councilmembers are present and approve the Development Agreement and release of cash escrow if the
punch list is complete.

Councilmember Trude asked how many lots were left.

Harstad indicated that all lots are sold to buyers.

Mayor Linke encouraged Ms. Harstad to work with Paul Harrington and the Council could call to
order August 8, 1994 to approve the Development Agreement and release of cash escrow.

Harstad stated her disappointment with the City Council putting off Harstad Company for another
two weeks. Mayor Linke stated that until he had a report from staff on the completion of the
punch list he would not feel comfortable voting.

Bill Frits, 8076 Long Lake Road, stated that the Lions promised the marching bands in the parade
a hot dog and refreshment. Frits wasn't looking forward to it as he has heard all the bad things the
young people are doing these days. Frits stated that there were 285 young people who waited
patiently in line and conducted themselves in a very admirable fashion. Frits wanted to make it
known that the Lion's Club, and he as a citizen, has a better feeling of the young people now.
Frits requested that a special letter of gratitude for behavior should be sent to the young people for
their admirable behavior at the Festival.
