NAPPROVED <br /> 1 Mounds View City Council Page Five <br /> 2 Regular Meeting July 25, 1994 <br /> 3 <br /> 4 <br /> 5 PUBLIC HEARINGS: <br /> 6 <br /> 7 7:05 p.m. Consideration of Curb and Gutter and Storm Sewer Construction on County Road H2 <br /> 8 and County Road I <br /> 9 <br /> 10 Mike Ulrich, Director of Public Works, gave an overview of the background of the turnback and <br /> 11 reconstruction of Pleasant View Drive. <br /> 12 <br /> 13 Mayor Linke opened the public hearing regarding the curb and gutter and storm sewer construction <br /> 14 on County Road H2 and County Road I. <br /> 15 <br /> 16 Howard Thomsen, 7425 Pleasant View Drive, asked for the completion date of the project. <br /> 17 <br /> 18 Mike Ulrich, Director of Public Works, reported that the construction could begin as early as July <br /> 19 26, 1994. Steve Campbell of SEH stated that the contract calls for 35 working days (six or seven <br /> 20 weeks). <br /> 21 <br /> 2 2 Charles Young, 3032 County Road I, explained that there are three houses on the Fridley side of the road <br /> 23 that are on the same size lot as his and if they built three houses on his side, two of those homes would <br /> 24 have to be houseboats because every time it rains in the spring the land floods. <br /> 25 <br /> 26 Mike Ulrich, thanked Mr. Young for bringing some of the problems to him on the site prior to the <br /> 27 meeting so he could research those problems. Ulrich explained the reasons for the problems on the <br /> 28 site. Ulrich visited the site with representatives of SEH and stated that it was discovered that the <br /> 29 radius of Pleasantview and County Road I was on Mr. Young's property. Ulrich stated that he is <br /> 30 working with the County to see if curb and gutter along the edge of Mr. Young's property and also <br /> 31 the possibility of a storm sewer across the road in that area. Mr. Young has had some dealings <br /> 32 with the City that have been less than cordial. Ulrich stated that the City apologizes for any <br /> 33 misdoings that have been done in the past. <br /> 34 <br /> 3 5 Mayor Linke apologized for the actions of the City's former employees and congratulated Mike <br /> 36 Ulrich for researching this problem and trying to make resolution. <br /> 37 <br /> 3 8 John Paone, 7365 Pleasant View Drive, stated that he spoke to a surveyor and that 19 feet will be <br /> 39 taken and asked if any considerations will be given on the taking of the property and is the cost of <br /> 40 the 10% grading going to be a driveway? <br /> 41 <br /> 42 Ulrich stated there were 8 to 10 temporary easements requested by the City regarding the slope of <br /> 43 the driveways. The driveway grading will be paid for by the project. <br /> 44 <br /> 4 5 Paone stated that there was 10 feet taken some years ago. Paone asked also about the trees. <br /> 46 <br />
