Staff is requesting that the city change out its' meters and install an <br />automatic meter reading system. Along with the fact that staff is continuing to have <br />problems trying to conduct the annual meter reading, fording meters that are not <br />functioning properly, estimated billings and potential lost revenue due, staff is <br />recommending that the city conduct a meter change out. Exact financing of this program <br />is still being researched. Some options in this program are: (Utility Maintenance) <br />1. The city purchase the water meters from the system's reserves account. <br />2. The residents may pay for the meters through a one time assessment. <br />3. The residents may pay for the meters through quarterly assessments. <br />4. The city and the residents share the purchase of the meters. <br />5. The city can increase rates to fund the purchase over <br />any given period of time. <br />6. Utility Maintenance. <br />* A dewatering system is requested to utilize on underground repairs. Between the water <br />and sewer divisions, the city averages two to three repairs that require dewatering. By <br />owning a dewatering system these repairs can be made more efficiently, causing less <br />damage to roads, personal property, and time delays. <br />Estimated costs: $ 3,000.
