UNAPPROVED <br /> 1 Mounds View City Council Page Twelve <br /> 2 Regular Meeting July 25, 1994 <br /> 3 <br /> 4 <br /> 5 The plan presented to the community in Focus 2000 was accessibility to the parks and it was the <br /> 6 recommendation of the Focus 2000 to provide integrated access to the parks. Knollwood Park could be <br /> 7 made into a nature park with walkways through it. Amundson asked that the City seriously consider <br /> 8 whether or not they are helping the community and address the situation of access to the other parks. <br /> 9 <br /> 10 Saaron stated that Mr. Belisle was approached when it was a possibility that he may be interested in <br /> 11 selling. Mr. Belisle was asked if he would consider selling the property for park property and his answer <br /> 12 was yes, he would consider that. Saarion approached him again and let him know that a grant was being <br /> 13 prepared and the selling price would be very much in the ball park. Appraisals were done by a <br /> 14 professional agency and they took several similar type lots in the Mounds View area and outlining area <br /> 15 and felt comfortable with appraisals and there are federal and state regulations regarding those appraisals <br /> 16 to be met. <br /> 17 <br /> 18 Marlene Hanson, 3025 Woodale Drive, 38 year homeowner directly next to Belisles and proposed park. <br /> 19 Community in which they live are older people and their children are raised. These people have moved <br /> 20 lot and they have a large garden. A fence would separate the homeowner's land from the proposed park. <br /> 21 In five years the park will be expended and that is not what the property owners want. Park is not <br /> 22 needed, don't need crime element. Spoke to Mayor Linke and didn't feel that proper notification was <br /> 23 given. Ms. Hanson did not know until last Wednesday until what he would be paid for the lots and he is <br /> 24 not happy with the price. Drove over to Greenfield Park area and he is four houses from it. Drove and <br /> 25 went down Greenfield, spoke to daycare lady and said that the park used to be a little park, noise at night, <br /> 26 vandalism, nothing but a headache, people would walk thorugh walkway and the kids would write <br /> 27 obsenities in the park and undesireable activity. The proposed park is a bad place for a park and that <br /> 28 Mounds View will take the rest of the land behind their homes. <br /> 29 <br /> 30 Mayor Linke stated that he was not sure what lady was talking about, but did recall that the baseball field <br /> 31 was reversed. Tot lot area was built. 7947 Greenfield. Kiddy park was moved down 65 feet. Linke <br /> 32 asked that should this park be developed, if a fence goes up your garden will go. Mayor Linke asked if <br /> 33 her property was on the proposed park land. Ms. Hanson stated that her garden is on the property line <br /> 34 and people in that area don't have little kids and don't want a park in that area. Ms. Hanson stated that <br /> 35 she hopes the Council will consider the signatures on the petition. <br /> 36 <br /> 3 7 Mayor Linke asked if he could send in the documentation for the grant and if an agreement with Mr. <br /> 38 Belisle were reached, then a commitment was made. If Mr. Belisle decides at any time before an <br /> 39 agreement were reached, it's a moot point. At the present time the City has a willing seller and a willing <br /> 40 buyer at this time. <br /> 41 <br /> 42 Ms. Hanson stated that the Council does not have any right putting a park an area where the <br /> 43 residents don't want one. <br /> 44 <br /> 45 Mayor Linke stated he is 110% in wanting to have a park in that area. Mayor Linke stated that <br /> 46 the City's philosophy is not to expand the park but to build small neighborhood parks. <br />
