UNAPPROVED <br />1 Mounds View City Council <br />2 Regular Meeting <br />3 <br />Page Sixteen <br />July 25, 1994 <br />4 <br />5 MOTION/SECOND: Wuori/Blanchard to Adopt Resolution No. 4600 Approving the Outdoor <br />6 Recreation Grant Proposal for Park Acquisition and Development <br />7 <br />8 Councilmember Trude stated this had to be discussed and was totally shocked about the number of <br />9 people against a park. Trude stated that a City could control a park but not another's private <br />10 property. Trude stated that one-third of the owners of the property in the area are in attendance and <br />11 are opposed to the park. Trude stated that she visits the parks to meet other families. Trude stated <br />12 if the neighbor -hood doesn't want it the money shouldn't be spent there. The Council needs to <br />13 discuss and deliberate on this item. <br />14 <br />15 Councilmember Blanchard stated that these people in the area are opposed to the park development <br />16 and is wondering about the future of the park in the City. There is no park in the southwest <br />17 section. This item has come up quickly as there are time constraints on the grant and if the grant <br />18 is not received the park development is a moot point and if it is passed up at this time is the <br />19 Council doing what is right for the entire City of Mounds View. <br />20 <br />21 Councilmember Wuori stated that the City Council is responsible for serving the broad community. <br />22 Children need something to do and should be given good opportunities. Wuori stated that the <br />23 Council has the opportunity to share funding to provide something for the <br />24 community but it is hard to be . told to be good stewards and not provide something good for the <br />25 community. <br />26 <br />27 Councilmember Trude stated her concern for the homeowners of the park land who would be impacted <br />28 and those persons haven't spoke for or against the park. <br />29 <br />30 Mayor Linke stated that he normally looks for the NIMBY syndrome, and a lot of what he has <br />31 heard not in my backyard and it is okay to have the park elsewhere but not by mine. Normally <br />32 takes NIMbY situation and looks at what is going on for best of commnity and this time he will <br />33 vote for the NIMBY'S and let them face the consequences. Linke stated he will go with what is being <br />34 said and stated that neighborhoods turnover and persons may buy the house because there is a park nearby <br />35 but there won't be a park and he feels sorry for the NIMBY's. <br />36 <br />37 Councilmember Trude stated that in her area people take pride in park and make it beautiful. <br />38 People adopt the parks and call them neighborhood parks and identify their neighborhoods with a <br />39 park. In Minneapolis people are drawn into the community by the parks situation. Trude stated <br />40 that this property could be made into a housing development and this vacant land cannot be <br />41 controlled if it isn't owned by you. <br />42 <br />43 Councilmember Blanchard stated that she believes that this is an opportunity that shouldn't be <br />44 passed up for the entire community. <br />45 46 Councilmember Trude needs more discussion. <br />
