Economic Development
Proposal from Everest Development:
Samantha, Tim, Jerry, Phylis and I met with Everest Development and Casserly to
discuss a proposed TIF project in Mounds View Business Park. We did not receive
any significant information with regards to the "mystery company" except that
they are a high tech company who have been in business for approximately 14
years and employ 250 people. Everest indicated that the company is requesting
proposals from several other Cities in the North Metro area. Everest would like to
submit a proposal to the company using the TIF guidelines presented by Casserly.
This is not a confirmation that the EDA would stand behind the proposal and we
certainly would not seriously consider it until the company is disclosed and the
EDA is comfortable with the nature and security of their business. I will be
preparing a general letter to be submitted with Everest's proposal to the "mystery
company".
In addition, the City made it quite clear that no TIF assistance would be approved
for a spec building. The City of Mounds View's EDA desires an owner occupied
building and may consider a long-term lease if the company meets the EDA's
standards. I am sending a letter to Everest and Casserly reiterating the EDA's
qualifications for TIF assistance.
Food for thought: My affiliation at the San Diego Economic Development
Corporation was more along the lines of the developer. All of our clients were
confidential -- it was an unwritten rule. 'But anytime we needed the assistance of a
City, we disclosed the name of the company to key individuals at that City. This
did not make the company name public but instilled a sense of trust and team
building between the two entities. In addition, in all cases where we worked with
Cities, the assistance was. minimal (permit streamlining, site assistance) compared
to Everest's development proposal of $808,000.
Outreach
Samantha and I had a very enlightening lunch with Phil Seipp of SYSCO this week.
He indicated that SYSCO is happy in their location and have ample room for
projected expansion. Mr. Seipp-is excited about his participation on the EDC and
was impressed with the knowledge and enthusiasm of the other participants.
• It's great to have new furniture, except now I can't make any excuses for not
being able to find things. I really like opening my dralkers without hearing a loud
screeching noise.
Cathy
