UNAPPROVED <br /> 1 Mounds View City Council Page Five <br /> 2 Regular Meeting July 25, 1994 <br /> 3 <br /> 4 <br /> 5 Mayor Linke opened the public hearing regarding the curb and gutter and <br /> 6 storm sewer construction on County Road H2 and County Road I. <br /> 7 <br /> 8 Howard Thomsen, 7425 Pleasantview Drive, asked for the completion date of <br /> 9 the project. <br /> 10 <br /> 11 Mike Ulrich, Director of Public Works, reported that the construction <br /> 12 could begin as early as July 26, 1994. Steve Campbell of SEH stated that <br /> 13 the contract calls for 35 working days (six or seven weeks) . <br /> 14 <br /> 15 Charles Young, 3032 County Road I, explained that there are three houses <br /> 16 on the Fridley side of the road that are the same size as his lot and if <br /> 17 three houses were built on his side, two of those homes would have to be <br /> 18 houseboats because every time it rains in the spring the land floods. <br /> 19 <br /> 20 Mike Ulrich, thanked Mr. Young for bringing some of the problems on the <br /> 21 site prior to the meeting so he could research those problems. Ulrich <br /> 22 explained the reasons for the problems on the site. Ulrich stated that <br /> 23 the City is working with Mr. Young and the County to get a storm sewer in <br /> 24 that area. Ulrich visited the site with representatives of SEH and <br /> 25 stated that it was discovered that the radius of Pleasantview and County <br /> 26 Road I was on Mr. Young's property. Mr. Young has had some dealings with <br /> 27 the City that have been less than cordial. Ulrich stated that he is <br /> 28 working with the County to see if curb and gutter along the edge of Mr. <br /> 29 Young's property and also the possibility of a storm sewer across the <br /> 30 road in that area. Ulrich stated that the City apologizes for any <br /> 31 misdoings that have been done in the past. <br /> 32 <br /> 33 Mayor Linke apologized for the actions of the City's former apologizes <br /> 34 congratulated Mike Ulrich for researching this problem and trying to make <br /> 35 resolve this problem. <br /> 36 <br /> 37 John Paone, 7365 Pleasantview Drive, stated that he spoke to a surveyor <br /> 38 and that 19 feet will be taken and will there be any considerations given <br /> 39 on the taking of the property and is the cost of the 10% grading going to <br /> 40 be a driveway? <br /> 41 <br /> 42 Ulrich stated there were 8 to 10 temporary easements requested by the <br /> 43 City regarding the slope of the driveways. The driveway grading will be <br /> 44 paid for by the project. <br /> 45 <br /> 46 Paone stated that there was 10 feet taken some years ago. Paone asked <br /> 47 also about the trees. <br /> 48 <br /> 49 Mayor Linke explained what consists of right-of-way which is owned by the <br /> 50 County. <br /> 51 <br /> 52 Paone asked Mike Ulrich to take a look at the area that is being <br /> 53 affected. Paone wanted to know what the true taking is going to be and <br /> 54 his concern is that now there will be an assessment. <br />
