RESOLUTION NO. 4662 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION AUTHORIZING AN ENERGY AND OPERATIONS <br /> ASSESSMENT BY WITH HONEYWELL <br /> WHEREAS, the State Legislature has recently enacted Minnesota <br /> Statue 471.345 to direct municipalities to develop agreements with <br /> businesses which will guarantee savings in energy and operations; <br /> and <br /> WHEREAS, this statue allows the City to select a vendor based <br /> on experience, track record and ability to perform when the energy <br /> and operational contract is guaranteed to be self-funding; and <br /> WHEREAS, under this provision, the City has selected honeywell <br /> as the vendor of choice to negotiate a Municipal Services Contract. <br /> THEREFORE, BE IT RESOLVED THAT the City Council in and for the <br /> City of Mounds View does hereby direct the Clerk-Administrator to <br /> begin the process by which Honeywell will determine the <br /> feasibility, scope, terms and time frame for entering into an <br /> agreement. <br /> BE IT FURTHER RESOLVED THAT on the basis that the Honeywell <br /> preliminary proposal will be self-funding and given a written <br /> guarantee of savings, meeting the criteria set by the City, the <br /> City will consider entering into an agreement with Honeywell for <br /> the aforementioned Municipal Services program. <br /> BE IT ALSO RESOLVED THAT the City agrees that the preliminary <br /> evaluation and recommendations of energy conservation measures as <br /> well as the preliminary proposal shall remain the property of <br /> Honeywell and may not be used by the City for the purposes of <br /> competitive bidding or for the purposes of entering into a <br /> guaranteed energy contract with any other qualified provider. <br /> ATTEST: <br /> Jerry Linke, Mayor <br /> (SEAL) <br /> Samantha Orduno, City Administrator <br />
