Transformational <br /> leaders must create what has never been, not fix what is there. <br /> In order to this, they must acknowledge that the game has <br /> changed, that everything we know is useless in the new game and <br /> that nobody knows what the rules are in the new game. Lastly, <br /> transformational leaders produce results regardless of <br /> circumstances and have the ability to tolerate chaos and <br /> breakdowns when making changes. Transformational leaders declare <br /> the impossible, possible. " <br /> PRICE OF GOVERNMENT CONFERENCE <br /> Yesterday afternoon, Wednesday, 12/7, Samantha and I attended a <br /> 'Price of Government' seminar hosted by the Minnesota Chamber of <br /> Commerce. The purpose of this conference was to debate the Price <br /> of Government policy proposed to the Legislature in a 1992 policy <br /> statement drafted by the Minnesota Chamber. At the start of the <br /> 1995 legislative session, the Governor is to recommend to the <br /> legislature that they adopt a resolution that would set the price <br /> of government for the next two years. The Governor is also to <br /> recommend how total revenues should be divided between state and <br /> local governments and the appropriate mix and rates of income, <br /> sales and other state taxes. <br /> Historically, Minnesotan's have paid about 18. 75 percent of their <br /> personal income to state and local government in the form of <br /> taxes and fees. The projection by the Minnesota Department of <br /> Finance and the Minnesota Department of Revenue, as presented at <br /> this conference, is that this amount is not expected to increase <br /> over the next couple of years. The Chamber is OK with this. <br /> They are, however, opposed to this percentage increasing any more <br /> than this amount. There were several speakers who presented <br /> their side of the argument including, Jim Miller, Executive <br /> Director of the League of Minnesota Cities, Mark Andrew, Chair, <br /> Hennepin County Commissioners, Dan Salamone from the MN Taxpayers <br /> Association, Peter Hutchinson and several legislators. <br /> It is noteworthy to add that most of the speakers were not <br /> focusing on cost of government but value received. Peter <br /> Hutchinson described value as quality divided by price, a concept <br /> that was referred to throughout the conference. <br /> ARBITRATION <br /> On Tuesday, 12/6, City staff and Labor Relations Associates, <br /> representing the City, and the Teamsters Union, representing the <br /> Police Officers, met with the arbitrator to present oral <br /> arguments. The next step in the process is for both parties to <br /> present an official brief to the arbitrator, scheduled for <br /> January 6. The arbitrator then has 30 days to make a ruling. <br /> Tim C. <br />
