Charlie and son are proceeding very cautiously with this project, <br /> but I believe it has the "stuff of which good projects are made" . <br /> You will be updated as events unfold. <br /> PROPOSAL FOR SILVER LAKE ROAD AND HIGHWAY 10 <br /> Today, Paul, Cathy and I met with Jerry Lund and George Winiecki <br /> in regards to a proposed medical clinic on the two lots currently <br /> owned by George. A physician is very interested in building a <br /> clinic on the corner that would also incorporate space for <br /> George's insurance business. There was some discussion regarding <br /> a larger medical/dental complex that could utilize not only <br /> George's property, but also the property owned by Dale Jones. <br /> At this point, it appears that they want to proceed only with a <br /> concept for the two Winiecki lots, but remain open to "packaging <br /> the property" for a larger, more inclusive development. They will <br /> be meeting with Paul during the next couple of months to discuss <br /> preliminary development concepts and process. <br /> They asked about tax increment financing and I explained to them <br /> the Council's "pay-as-you-go philosophy and the requirements of <br /> TIF law as it relates to the "but for" clause and qualifying <br /> costs. The discussions did not center on a specific request for <br /> TIF, but merely an inquiry as to how it might relate to a <br /> proposal such as the one they have presented. This is a very <br /> exciting proposal. I think Jerry Lund (who represents the <br /> physician) is more excited than George who, in his words "has <br /> seen this proposed projects come and go" . As always, you will be <br /> updated as events occur. <br /> Arbitration <br /> Testimony was heard on Tuesday in the arbitration hearing on the <br /> 1994 police contract. It was agreed to by all parties that the <br /> arbitration award will cover both 1994 and 1995. The remaining <br /> issues (wages, insurance, vacation, holidays, FTO, Senior <br /> Officer, longevity, etc. ) will be determined after final briefs <br /> are submitted on January 6th. We will receive the arbitrator's <br /> decision no later than February 6th. <br /> Samantha <br /> NATIONAL LEAGUE OF CITIES <br /> Last Thursday, Samantha and I attended a pre-conference seminar <br /> on 'transformational leadership' .
