That elevation was based <br /> 3 on field surveys done by the DNR, Army Corps of Engineers, and <br /> 4 Ramsey County. The map indicated proposed and existing elevations <br /> 5 on the site. <br /> 6 <br /> 7 Harrington said the City Consulting Engineer reviewed the property <br /> 8 in relation to the Wetland Zoning Ordinance and what the <br /> 9 hydrological impacts will be to other properties and to the <br /> 10 wetland. City Code requires that all drainage be maintained on the <br /> 11 site and cannot impact any of the surrounding properties. The Code <br /> 12 does allow for the development of property with those conditions <br /> 13 being met. The City Consulting Engineer was satisfied that other <br /> 14 neighbors will not be impacted by the proposed construction of a <br /> 15 home and that the impact on the wetland will be minimal. <br /> 16 <br /> 17 Harrington shared the concern of the City Consulting Engineer in <br /> 18 regard to the extensive landscaping which would require clear <br /> 19 cutting a wooded area and installing sod. The prospective buyer <br /> 20 had been consulted to preserve the existing vegetation, which would <br /> 21 still allow for a yard while causing less impact to the wetland. <br /> 22 <br /> 23 Harrington said the City Consulting Engineer's opinion was that the <br /> 24 house, garage and driveway would not have a negative impact on the <br /> 25 wetland. He was concerned about the landscaping and suggested that <br /> 26 the Council consider this Wetland Alteration Permit, adopting the <br /> 27 plan that Harrington presented which showed the downsized area to <br /> 28 be sodded, allowing the preservation of the existing vegetation. <br /> 29 <br /> 30 Councilmember Trude asked if the corner of the house was just a few <br /> 31 feet from actual standing water. Harrington said it was not <br /> 32 standing water--just wetland soils. The extent of the wetland soil <br /> 33 was vegetative types. The Buffer Zone was established by the City <br /> 34 because anything within that zone has an impact on the wetland and <br /> 35 the City wanted to maintain a controlling interest. <br /> 36 <br /> 37 Linke pointed out that the front of the house was 130 feet from the <br /> 38 front of the property, requiring a long driveway. <br /> 39 <br /> 40 Harrington explained the elevations at which the presence of a <br /> 41 wetland existed. He commented that the elevation at which the <br /> 42 wetland was delineated changed from area to area. Harrington <br /> 43 advised that the lowest slab elevation of a home is in relation to <br /> 44 the flood plain and not to the wetland itself. The Local Water <br /> 45 Management Plan indicated that the lowest slab elevation in this <br /> 46 area has to be at 891. 9. The map indicated the lowest floor at <br /> 47 891.9 and the top of block 899. 9, which would be the basement and <br /> 48 8 feet of block. The proposed house would meet the elevation <br /> 49 requirements. <br /> 50 <br />
