Harrington replied that the City Consulting Engineer did
not feel there would be water problems.

Steve Feldner, 5168 Longview Drive, expressed concern regarding
fertilizer runoff into the wetland, the exact location the sump
pump would drain to, and the possibility that the prospective
property owner would build a fence, spoiling the view of the park.

Harrington pointed out the n . i • • slain -• - •
been downsized because of the possibility of fertilizer runoff.
The proposed sod line allowed for approximately 100 feet to be
preserved in a natural vegetative state. He also indicated the
areas for the sump pump to drain to.

Mary Feldner, 5168 Longview Drive, commented that the soil of the
property was spongy even though it didn't appear to have standing
water. She felt that anyone who tried to build a house on this
property would have water problems.

Sherri Ruf, 1829 NW 127 Lane, Coon Rapids, stated that her father
has owned the property for 20 to 25 years. The property is a one-
acre lot. She asked that, if they aren't ever going to be able to
sell the property to build a home on, what is just compensation for
the people who have not been able to use the path to walk to the
park. The person who proposes to build it is a builder and the
person who proposes to live in the house is the builder's daughter.
She said that her father had paid taxes on this property for the
past 20 years and questioned the justification of the City not
allowing them to build on property that is buildable from an
engineering standpoint.

Todd McCall, 5164 Longview Drive, said his concern was that the
builder would change the landscaping plans after the approval of
this alteration application was received. Mayor Linke replied that
the builder would have to apply again if the landscaping plans were
to be changed.

Mr. Hjelle, 5161 Red Oak Drive, stated that he had lived in his
home for almost 30 years, and knew that the property contained a
lot of peat. He questioned the stability of the soil, and felt
there would be drainage problems which would impact the wetland.

Sandy Giancola, 5133 Red Oak Drive, said that she represented
several neighbors who could not be at the meeting and were
concerned about the development of this property. She expressed
concern regarding the wetland area, and asked if the prospective
owners would be allowed to put in a swimming pool and ice skating
rink. Harrington replied that they would be able to as long as it
