UNAPPROVED <br /> Mounds View City Council Page 13 <br /> Regular Meeting June 26, 1995 <br /> 1 Councilmember Hankner indicated her support for tabling this <br /> 2 matter to a future meeting to allow additional time for <br /> 3 review. <br /> 4 <br /> 5 David Janke, 8428 Eastwood, asked if residents of Mounds View <br /> 6 really know what this amendment will cost them. He asked if <br /> 7 the Council has informed them in any way, and if Council can <br /> 8 indicate what the cost will actually be. He objected to <br /> 9 setting a flat percentage for all projects. <br /> 10 <br /> 11 Mayor Linke—explained—the Council is unable to determine the <br /> 12 costs without first knowing what the actual project will <br /> 13 involve. He pointed out the Council did review estimated <br /> 14 numbers for street, curb and gutter projects based on the <br /> 15 lineal foot and this information is available to residents. <br /> 16 <br /> 17 Councilmember Hankner advised there is no longer a "golden <br /> 18 bucket" to pay for everything and the City has infrastructure <br /> 19 needs which are currently being studied to determine what <br /> 20 needs to be done and provide projections. She pointed out <br /> 21 some believe this will happen over a short period of time, but <br /> 22 this is not true. Councilmember Hankner advised the City <br /> 23 needs a policy in place to prepare for the day it will happen. <br /> 24 She noted while the Council cannot predict costs out 20 years, <br /> 25 they can set overall policy parameters. <br /> 26 <br /> 27 Mr. Janke suggested the Council advise residents of the time <br /> 28 period and commented the "golden bucket" at home is dry too. <br /> 29 <br /> 30 Councilmember Hankner commented on the potential for <br /> 31 distortions when the "message" is carried by word-of-mouth <br /> 32 resulting in residents becoming ill-informed. She encouraged <br /> 33 residents to become involved and make sure they are getting <br /> 34 accurate information, not just hearsay. <br /> 35 <br /> 36 Mr. Janke believed the newspaper coverage has been very <br /> 37 limited. Mayor Linke explained there have been several <br /> 38 newspaper articles and it has been on cable television four <br /> 39 times. <br /> 40 <br /> 41 Councilmember Hankner stated Mr. Janke's comment about getting <br /> 42 the message out is a good point. She expressed her <br /> 43 frustration with trying to do that and indicated support for <br /> 44 tabling the matter and attempting to get accurate information <br /> 45 out so there are not so many ill feelings when the decision is <br /> 46 made.
