UNAPPROVED <br /> Mounds View City Council Page 18 <br /> Regular Meeting June 26, 1995 <br /> 1 MOTION/SECOND: Quick/Trude to Adopt Resolution No. 4789 <br /> 2 Hiring Dawn Postudensek as Administrative Intern <br /> 3 <br /> 4 William Werner inquired where the City Administrator is <br /> 5 proposing a trend in terms of staff reduction or aberration. <br /> 6 <br /> 7 Mayor Linke explained instead of hiring a replacement, the <br /> 8 Council is considering hiring an intern. <br /> 9 <br /> 10 Ms. Orduno advised staff is pursuing a request for proposals <br /> 11 to conduct-a compi-et management aud-i—f-the organization and <br /> 12 each department. This will identify whether the organization <br /> 13 is efficient and effective, and whether current staff levels <br /> 14 are correct. <br /> 15 <br /> 16 Barry Tannenbaum, 8060 Red Oak Drive, indicated his surprise <br /> 17 that this is a paid intern position. He explained he worked <br /> 18 in several internship positions while obtaining a degree in <br /> 19 the field of political science and none were paid positions, <br /> 20 including a three-month internship with a Senator. <br /> 21 <br /> 22 Ms. Orduno advised Ms. Postudensek has already worked as an <br /> 23 unpaid intern, and the position with Mounds View does not <br /> 24 include benefits or vacation. Ms. Orduno explained the <br /> 25 difference between undergraduate and graduate internships and <br /> 26 asserted the proposed salary is reasonable. <br /> 27 <br /> 28 VOTE: 5 ayes 0 nays Motion Carried <br /> 29 <br /> 30 <br /> 31 E. Consideration of Action on Ordinance No. 564 Amending Mounds <br /> 32 View City Code Pertaining to Peddlers, Solicitors and <br /> 33 Transient Merchants <br /> 34 <br /> 35 This Ordinance received first reading at the June 5, 1995, <br /> 36 Council meeting. <br /> 37 <br /> 38 Mayor Linke read the proposed Ordinance amendments in full, <br /> 39 explaining the amendment would require the permit holders to <br /> 40 clearly exhibit their permit and allow home owners to post a <br /> 41 no peddlers and solicitors sign prohibiting them from peddling <br /> 42 and soliciting even if they do hold a license. <br /> 43 <br /> 44 Councilmember Trude stated her support for restricting the <br /> 45 hours to 9: 00 a.m. to 8: 00 p.m. (rather than 8 : 00 a.m. to 8: 00 <br /> 46 p.m. ) . She asserted it would be bothersome for residents to <br /> 47 be disturbed as early as 8: 00 a.m. by solicitors, which is <br /> 48 earlier than retail stores are opened. <br /> 49 <br /> 50 Councilmember Hankner concurred. <br />
