UNAPPROVED <br /> Mounds View City Council Page 13 <br /> Regular Meeting July 17, 1995 <br /> 1 stated that she had witnessed on several occasions negligent <br /> 2 driving actions, but she felt that everyone needs to realize <br /> 3 that it is not the City's problem alone and that all persons <br /> 4 need to take responsibility for safety. Robertson indicated <br /> 5 that this was more than a safety issue that it dealt with the <br /> 6 parents being a role model for their children and teaching <br /> 7 their children safe methods for crossing streets, riding bikes <br /> 8 and driving vehicles. <br /> 9 <br /> 10 Councilmember Trude stated that Park and Recreation was <br /> 11 conducting a safety camp next week and that perhaps the Police <br /> 12 Department could use the safety camp information in teaching <br /> 13 children about safety. <br /> 14 <br /> 15 Mayor Linke indicated the stop signs will not help unless <br /> 16 the adults become mentors for children regarding safety <br /> 17 issues. Linke stated that stop signs can project a false <br /> 18 sense of security. Linke reaffirmed that he did not think <br /> 19 stop signs were the answer and that education regarding safety <br /> 20 is the issue. <br /> 21 <br /> 22 MOTION/SECOND: Hankner/Quick to Install the Stop Sign at <br /> 23 Ardan and Fairchild Avenues and Direct Staff to Research <br /> 24 Ways to Conduct a City-wide Adult and Children Safety Program <br /> 25 and Promotion Campaign on Safety <br /> 26 <br /> 27 Councilmember Blanchard stated that she will vote for this <br /> 28 proposal, however, she stated that she felt it would make no <br /> 29 difference unless persons begin taking responsibility for <br /> 30 educating their children. <br /> 31 <br /> 32 Council discussed the wording of the motion. <br /> 33 <br /> 34 The motion was made to Install the Stop Sign at Ardan and <br /> 35 Fairchild Avenues and Initiate, Develop and Implement an <br /> 36 Adult/Child/Teen Safety Workshop to Promote Responsibility, <br /> 37 Accountability and Safety Awareness <br /> 38 <br /> 39 Mayor Linke asked Councilmember Quick, who seconded the <br /> 40 motion, if he was in agreement with the new motion. <br /> 41 <br /> 42 Councilmember Quick answered in the affirmative. <br /> 43 <br /> 44 Mayor Linke reiterated that installation of stop signs was <br /> 45 not the answer to the problems and the safety education was <br /> 46 very important. <br /> 47 <br /> 48 VOTE: 5 Ayes 0 Nays Motion Carried <br /> 49 <br />
