Page 5 September 11, 1995 1 Mr. Quick asked if the city is getting the work done for a lesser cost due to the slurry seal work that is 2 currently being done in the city. 3 4 Ms. Saarion responded, yes. This parking lot started to deteriorate sooner than expected 5 and the street crews felt it would be a good opportunity to get the work done. 6 7 MOTION/SECOND: Quick/Blanchard to Approve the Increase in Slurry Seal Amount to 8 Include Silver View Park Parking Lot, in the amount of$7,500. 9 10 VOTE: 4 ayes 1 nay (Hankner) Motion Carried 11 12 13 RESIDENT REQUESTS AND COMMENTS FROM THE FLOOR: 14 15 Mayor Linke explained that this portion of the meeting was designated for anyone who wished to speak 16 to the Council on items that were not on the Agenda. 17 18 There were no comments or requests from the floor. 19 20 PUBLIC HEARINGS: 21 22 Public Hearing to Consider Request for Conditional Use Permit, Glen Harstad, Planning Case No. 415- 23 98. 24 25 Mayor Linke opened the Public Hearing at 7:05 p.m. 26 27 Mr. Harrington, Community Development Coordinator, was present to discuss this itemwith the 28 Council. He stated Mr. Glen Harstad has made an application for an amendment to the Conditional 29 Use Permit for the Suds &Shine Car Wash which is located at 2340 Highway 10. 30 31 Mr. Harrington explained that this car wash was originally developed in 1985. At that time, during the 32 approval process, a number of conditions were placed on the operation of that facility. Included were 33 two for which Mr. Harstad is asking for an amendment on. These are for the hours of operation(he 34 cannot be open between the hours of 10 p.m. and 7 a.m.) and also that an attendant be on duty all 35 hours that the operation is open. Mr. Harstad's request would amend the C.U.P. to allow the 36 operation to be open 24 hours per day and also that the attendant only be required to be on duty for 37 four hours of that operation. The reasons for this amendment is that the Wash Me Car Wash which 38 was approved approximately six months after his request, contained much the same conditions as his, 39 with the exception that there were no limitations on the hours of operation and the attendant was only 40 required to be on duty for a 4 hour period during a 24 hour operation period. 41 42 Mr. Harrington stated at the time the case was originally reviewed by the Planning Commission, staff 43 received a petition from property owners surrounding the proposed car wash which he noted was 44 included in the work session packet for council's review. Per direction of the council, staff has 45 prepared Resolution 4809, Regarding Conditional Use Permit for Glen Harstad for the council's 46 consideration. 47 48 Ms. Blanchard asked, if this is approved and problems arise late at night, can the council 49 enforce having an attendant on duty for longer hours. 50 51
