Since 1990, only one call had come in to the <br /> 6 Police Department for the Suds & Shine Car Wash, with 58 calls for the Wash Me Car Wash. <br /> 7 <br /> 8 Steve Rose, 5279 O'Connell Drive, stated he along with another neighbor, has talked with Mr. <br /> 9 Harstad in regard to the proposal and looking at it they feel the 24 hour operation of the facility is <br /> 10 really the big issue that they are objecting to. The additional signage doesn't appear to be a problem <br /> 11 nor does the reduction in the hours of the attendant. The Suds &Shine Car Wash has basically been a <br /> 12—gy-are-a-good-neighbor-is-because-they-close-their-doors-at <br /> 13 10:00 at night. The concern during the hours of the late evening near the winter he does not feel will <br /> 14 be an issue, as windows are closed and people are indoors, so from October to March it really should <br /> 15 not be a problem. But during the summer hours they are already being buffered by the noise of the <br /> 16 Fina Car Wash for 24 hours (who are supposed to have their doors closed, but they don't). Also at <br /> 17 the Saturn dealership he could tell the names of all of the sales people and what extensions they get <br /> 18 paged to on a regular basis. That noise carries through their loudspeaker. This would be just another <br /> 19 encroachment to de-grade the quality of the entire neighborhood. He is not going to say that this <br /> 20 definitely would be a problem because he does not know. But he feels the potential impact on the <br /> 21 neighborhood would definitely be bad. <br /> 22 <br /> 23 Mayor Linke explained that at the council's work session, it was his suggestion that there be a change <br /> 24 to the review time of the Conditional Use Permit from six to twelve months, as a six month period <br /> 25 could be during the winter months and would not give a clear picture of the potential problems that <br /> 26 could result. <br /> 27 <br /> 28 Mr. Rose stated the real issue is that noise carries differently in the late evening hours and it can really <br /> 29 be heard. The other issue that they are concerned about is during the summer hours youth will <br /> 30 congregate outside the facility. One solution would be to require the people to drive their vehicles into <br /> 31 the wash facility. The majority of the noise does not come from where they wash their vehicles, but <br /> 32 rather from when they pull outside. They have their radios on, etc. During the evening hours, the <br /> 33 vacuums might be off so they will pull their vehicles out and dry them off. Maybe if the people <br /> 34 would stay inside the facility to dry their vehicles where there is adequate lighting and other nice <br /> 35 amenities, it might be a solution to the problem. <br /> 36 <br /> 37 Ms. Hankner stated she is not in support of keeping the facility open 24 hours per day. Comparing <br /> 38 Suds &Shine with the other car wash is not a fair comparison as one is located in a residential area <br /> 39 and the other in a commercial area. At this time, she does not see a compelling need to change the <br /> 40 hours of operation to 24 hours per day. <br /> 41 <br /> 42 Ms. Trude stated when Mr. Harstad first came to the Planning Commission he was asked how the <br /> 43 conditions would impact his potential purchase of the property. If she remembers correctly, the full- <br /> 44 time attendant was the most critical issue for him to operate the business, but he also had stated he felt <br /> 45 the 24-hour operation was important. She asked if he could explain this to the City Council. <br /> 46 <br /> 47 Mr. Harstad explained that when the previous owner came before the Planning Commission for this <br /> 48 property, he felt being open daytime hours was the way to go. His feelings are differerent however. <br /> 49 Twenty-four hour operation will generate more income which pays for taxes, utilities,etc. He stated <br /> 50 he has three other facilities which are 24 hour operations. He feels he would know within three to four <br /> 51 months if this operation will generate the income to support being open the 24 hour period. If he <br />
