maintain a commercial motor vehicle, unless the driver has been relieved from <br /> duty by the City; <br /> (B) All time inspecting equipment as required by federal regulations or otherwise <br /> inspecting, servicing, or conditioning any commercial motor vehicle at any time; <br /> (C) All driving time which shall mean all time spent at spent at driving controls of a <br /> commercial motor vehicles in operation; <br /> (D) All time, other than driving time, in or upon any commercial motor vehicle; <br /> (E) All time loading or unloading a commercial motor vehicle,_supe=r!ising, or <br /> assisting in the loading or unloading, attending a commercial motor being loaded <br /> or unloaded, remaining in readiness to operate the commercial motor vehicle, or <br /> in giving or receiving receipts for shipments loaded or unloaded; <br /> (F) All time spend performing the driver requirements of the federal statutes related to <br /> accidents; <br /> (G) All time repairing, obtaining assistance, or remaining in attendance upon disabled <br /> commercial motor vehicle. <br /> 20. "Screening Test" - (also known as Initial Test) a drug or alcohol test which uses a <br /> method of analysis approved by the FHWA as being capable of providing data as to <br /> general classes or drugs, alcohol, or their metabolites (382.107). <br /> 21. "State of Readiness" - on call, ready to be dispatched, to perform safety sensitive <br /> functions while on duty. (382.107). <br /> 22. "Substance Abuse Professional"a licensed physician (Medical Doctor or Doctor of <br /> Osteopathy), or a license or certified psychologist, social worker, employee assistance <br /> professional, or addiction counselor(certified by the National Association of Alcoholism <br /> and Drug Abuse Counselors Certification Commission) with knowledge of and clinical <br /> experience in the diagnosis and treatment of alcohol and controlled substances-related <br /> disorder. (382.107). <br /> 23. "Valid Medical Reasons" any of the following conditions: <br /> (A) a written prescription or an oral prescription reduced to writing which names the <br /> employee as the person for whose use it is intended; or <br /> (B) the drug was prescribed, administered and dispensed in the course of professional <br /> practice by or under the direction and supervision of a physician; or <br /> (C) the drug was used in accord with the terms of the prescription and the physician <br />
