Consideration of Resolution No. 4711 Authorizing Application <br /> 4 for Ramsey County Community Development Block Grant/Home Funds <br /> 5 for the Rehabilitation of Woodlawn Terrace <br /> 6 <br /> 7 Cathy Bennett, Economic Development Coordinator, explained <br /> 8 that it has been recommended by the Minnesota Housing Finance <br /> 9 Authority and Ramsey County that the City of Mounds View apply <br /> 10 for CDBG/Home Funds regarding Woodlawn Terrace rather than <br /> 11 supporting a private application for the funds. There are <br /> 12 current financial and legal situations between Northridge <br /> 13 Properties and MHFA which disqualify them from the grant <br /> 14 eligibility requirements. This Resolution would authorize the <br /> 15 City's application for CDBG/Home Funds for the rehabilitation <br /> 16 of Woodlawn Terrace. This project would be an ideal <br /> 17 partnership between the Minnesota Housing Finance Authority, <br /> 18 Ramsey County and the City of Mounds View. <br /> 19 <br /> 20 Councilmember Trude asked what the position of the City would <br /> 21 be regarding this application. <br /> 22 <br /> 23 Bennett explained that the City would be going in place of an <br /> 24 owner at this time with the intention of getting the funds <br /> 25 allocated for this rehabilitation project. The highest <br /> 26 priority of the Ramsey County Development Block Grant/Home <br /> 27 Funds is the rehabilitation of existing structures. <br /> 28 <br /> 29 Trude noted that last year there were many applicants for the <br /> 30 Community Development Block Grant/Home Funds. <br /> 31 <br /> 32 Bennett said that information was mailed to all multi-dwelling <br /> 33 property owners in Mounds View requesting them to respond by <br /> 34 last week with supporting documentation so it could be <br /> 35 included as a Resolution. To date, no responses have been <br /> 36 received. The deadline is February 1 for those applications. <br /> 37 <br /> 38 Samantha Orduno, City Administrator, commented that if any <br /> 39 applications are received before Ramsey County's deadline, <br /> 40 they will act on the application and allow the City to follow <br /> 41 with a Resolution of support. <br /> 42 <br /> 43 MOTION/SECOND: Trude/Quick to Adopt Resolution No. 4711 <br /> 44 Authorizing Application for Ramsey County Community <br /> 45 Development Block Grant/Home Funds for the Rehabilitation of <br /> 46 Woodlawn Terrace <br /> 47 <br /> 48 VOTE: 5 ayes 0 nays Motion Carried <br /> 49 <br />
