Consideration of Resolution No. 4710 Approving Application for <br /> 2 Community Development Block Grant for the Installation of a <br /> 3 Paved Trail Connecting Scotland Green Apartment Complex with <br /> 4 Silver View Park <br /> 5 <br /> 6 Mary Saarion, Director of Parks, Recreation and Forestry, <br /> 7 reported that this Community Development Block Grant (CDBG) is <br /> 8 to fund the partial pavement of Silver View Park Trail. The <br /> 9 City has acquired an easement from Scotland Green Apartments <br /> 10 and a woodchip trail was installed. The trail, however, is <br /> 11 difficult to maintain and is not accessible to persons with <br /> 12 walking disabilities. A paved trail would make Silver View <br /> 13 Park accessible to residents of Scotland Green Apartments. <br /> 14 <br /> 15 MOTION/SECOND: Quick/Hankner to Adopt Resolution No. 4710 <br /> 16 Approving Application for Community Development Block Grant <br /> 17 for the Installation of a Paved Trail Connecting Scotland <br /> 18 Green Apartment Complex with Silver View Park <br /> 19 <br /> 20 VOTE: 5 ayes 0 nays Motion Carried <br /> 21 <br /> 22 D. Consideration of Resolution No. 4712 Approving Application for <br /> 23 an ISTEA Grant for the Construction of an Off-Street Paved <br /> 24 Pathway Connecting the Paved Path that Stops at County Road H <br /> 25 - Thus Completing the Last Segment of Paved Pathway Along the <br /> 26 Entire Silver Lake Road Route - With This Last Segment <br /> 27 Connecting County Road H to Highway 10 <br /> 28 <br /> 29 Mary Saarion explained the process of applying for the ISTEA <br /> 30 Grant and the project the funds would be used for. This would <br /> 31 be a qualifying project under Transportation Enhancements. <br /> 32 Saarion remarked that a rough estimate of the cost of the <br /> 33 project from Steve Campbell was in the $300, 000 range. This <br /> 34 grant would fund 80% of the cost, leaving the City's portion <br /> 35 of 20%. Construction would not be required until 1988/1989 <br /> 36 which would allow the City time to prepare funding for the <br /> 37 project. <br /> 38 <br /> 39 Councilmember Trude stated that she fully supported this <br /> 40 Resolution, one reason being the added safety along Silver <br /> 41 Lake Road that the path would provide. <br /> 42 <br /> 43 MOTION/SECOND: Trude/Quick to Adopt Resolution No. 4712 <br /> 44 Approving Application for an ISTEA Grant for the Construction <br /> 45 of an Off-Street Paved Pathway Connecting the Paved Path that <br /> 46 Stops at County Road H - Thus Completing the Last Segment of <br /> 47 Paved Pathway Along the Entire Silver Lake Road Route - With <br /> 48 This Last Segment Connecting County Road H to Highway 10 <br /> 49 <br /> 50 VOTE: 5 ayes 0 nays Motion Carried <br />
